49 <br /> 1 Commissioner Richards asked about the number of participants. <br /> 2 Nancy Colston said she does not have the exact number, but it is lower than it has been <br /> 3 in years. <br /> 4 Commissioner Richards asked if there is a program for kids aging out of foster care. <br /> 5 Nancy Colston said youth that are 18-21 can stay with a foster parent or they could <br /> 6 receive funds for a rental. She said that there are usually 7-8 at a time and others that have <br /> 7 stopped receiving payments but have kept in touch with a social worker. She said that up until <br /> 8 age 21 they can stay in touch, and up until 25, they can stay on Medicaid. She said there are <br /> 9 also college tuition benefits beginning at age 18. She said it is based on the child's interest. <br /> 10 Commissioner Hamilton asked what is driving increase in Medicaid. <br /> 11 Nancy Colston said it was the way North Carolina handled Medicaid, but the real <br /> 12 increases were children living up to 200% in poverty until age 18. She said with the public health <br /> 13 emergency, they have not been terminating people from benefits. She said it meant if a parent's <br /> 14 income increased, the child could still remain on Medicaid. She said they are now losing some <br /> 15 because parents' incomes have increased. <br /> 16 Commissioner Hamilton said she hears a lot of uncertainty. She is left wondering about <br /> 17 the mix of recipients. <br /> 18 Nancy Colston said it will be a lot of working parents, others from 18-64 who have come <br /> 19 to them with medical situations and unable to get insurance. She said that many put off medical <br /> 20 care until 65 but they already had serious chronic conditions that they had not received services <br /> 21 for. She said there will be a lot of activity in the first few years. She said there will also be <br /> 22 parents that are signing up quickly.
