He said that additional staffing becomes critical <br /> 14 when discussing moving inmates between areas of the center. He said he has had to bring <br /> 15 deputies off the road to work in the detention center. He said they have been able to maintain <br /> 16 their salaries and retain great employees and that has gotten them through the storm. <br /> 17 Commissioner Richards said the detention center was designed with a certain number of <br /> 18 staff, population, and programs. She said that they haven't implemented all the programs so she <br /> 19 is trying to understand the need for staff since all programs have not been implemented. <br /> 20 Sheriff Blackwood said that the staffing study has nothing to do with the programs they <br /> 21 have talked about. He said the staffing study looks at workstations and fulltime employees that <br /> 22 need to be there for the shifts that they have. He said that it does not consider the additional <br /> 23 programs they have discussed such as the GED or Lantern programs. He said it considers <br /> 24 booking, magistrates, movement of inmates from place to place, control room, and kitchen. He <br /> 25 said you have to run a whole jail and you can't just run half of it. <br /> 26 Commissioner Richards said that she has toured and read a lot and the new detention <br /> 27 was supposed to be different than the old one. She said if they have designed a center that will <br /> 28 need the same level of staffing regardless of inmate population, they still have not implemented <br /> 29 programs, like the in-person visitation. <br /> 30 Sheriff Blackwood said in person visitation is available, but no one chooses to use it. <br />
