She asked about the fact <br /> 2 book and what it would be used. <br /> 3 Emily Chew, from Clarion, said that it covers existing conditions so that residents can <br /> 4 understand where the county is as they think about where they want to go but they can call it <br /> 5 something different. <br /> 6 Chair Bedford referenced 4.2 and said that the timing of three times a year might not be <br /> 7 enough for this Board of Commissioners. She said they have some conflicts they need to work <br /> 8 out. She said it is going to take balancing of personal property rights, water and sewer <br /> 9 availability and extensions, and light rail. She said that she is glad to see this will be facilitated <br /> 10 so that there can be resolutions and compromises. She said that section 4.2 should be the <br /> 11 commissioners seeing the tradeoffs rather than the steering committee. <br /> 12 Bonnie Hammersley said they are hearing these comments and will work with the <br /> 13 consultant to work those in. She said they will certainly keep the Board informed during the <br /> 14 process. She said there would be an information item before the summer break about how they <br /> 15 have looked at the Board's considerations. She said they will kick-off in July but there will be <br /> 16 many check-ins. She said the Board is driving the bus. She reiterated that this is not a <br /> 17 regulatory document, but a plan and a vision. <br /> 18 Chair Bedford said that the Board would likely need a facilitated meeting to identify the <br /> 19 preferred aspects. She said she would like to have a commissioner on the steering committee in <br /> 20 order to keep the Board informed. <br /> 21 Commissioner Greene said that she did not think there should be a commissioner on the <br /> 22 steering committee, since it is not a decision-making group. She said that for the question of <br /> 23 roads or land use first, there has been an evolution and it is not right that roads follow the land <br /> 24 use. She said that they need to be thought of together. She said that the Town of Chapel Hill is <br /> 25 planning for bus rapid transit, and they are devising a transit-oriented development and more <br /> 26 density along that line. She said she was happy to see the inclusion of the H+T complex. She <br /> 27 said that is a policy recommendation that is in the revised transit plan, and it suggests <br /> 28 collocating housing with transit. She said as a policy, it is her belief that they should be thought <br /> 29 of together. She said Triangle J Council of Governments is interested in working with the MPOs <br /> 30 in the region to develop a regional vision for co-locating, when possible, housing and <br /> 31 transportation. <br /> 32 Vice-Chair McKee said that while the comprehensive plan might not be a regulatory <br /> 33 document, it does drive land use decisions. <br /> 34 John Roberts asked the Board to include in a motion to approve the language "and any <br /> 35 amendments so long as they remain within the project budget," as part of the second clause. <br /> 36 Commissioner Portie-Ascott asked if there are best practices that drive the timeline, <br /> 37 given that Vice-Chair McKee noted how long it can take. <br /> 38 Tom Altieri said there could be variability between communities and how involved their <br /> 39 citizenry is, but a benchmark is approximately two to two and a half years. <br /> 40 <br /> 41 A motion was made by Commissioner Fowler, seconded by Commissioner Greene, to: <br /> 42 1. Authorize the expenditure of up to $188,204 for planning services to develop a <br /> 43 Comprehensive Land Use Plan; <br /> 44 2. Approve and authorize the County Manager to execute and sign the contract <br /> 45 (Attachment 1) and any amendments so long as they remain within the project <br /> 46 budget; and <br /> 47 3.
