He said these would be
the departments that have some focus on land use and provide the staffing to advisory boards.
Commissioner Richards asked what departments were included on the steering
committee and how the advisory boards fit in.
Tom Altieri said that the Planning and Inspections, Managers Office, Office of Equity and
Inclusion, the Department of Environment and Agriculture, Parks and Recreation, Economic
Development, the NC Cooperative Extension Agency, Housing and Community Development,
Environmental Health, Department on Aging, Asset Management Services, and Community
Relations are on the Steering Committee. He said that staff will keep their advisory boards
informed of what is going on with the plan.
Commissioner Portie-Ascott asked what the scores were for the two firms that were up
for consideration.
Tom Altieri said he would share that with the Board.
Commissioner Portie-Ascott asked John Roberts about item 6, where Cy Stober, the
Planning Director, was designated. She asked if a person's name is usually indicated rather
than a position.
John Roberts said yes, when there is a person in the position.
Commissioner Fowler asked if the inclusion of advisory boards would be a formal
process. She also asked if there was only one firm interviewed and how that choice was made.
Tom Altieri said that Clarion had a lot of history of working with North Carolina
governments. He said the other firm was Florida based. He said they demonstrated a good
understanding of Orange County and what was important to the county and staff. He said they
were both qualified consultants.
Commissioner Fowler asked about the formal process for obtaining advisory board input.
