29 <br /> 1 <br /> 2 • Public Engagement: A synthesis of information obtained through other recently <br /> 3 completed County public outreach efforts, most specifically the Countywide Strategic <br /> 4 Plan. That Plan's land use survey questions will be used to help inform Orange County's <br /> 5 future land use goals. A project website will be used as a mechanism to keep the public <br /> 6 informed during the process, which will include a series of outreach waves (See the <br /> 7 "Summary of Project Scope and Approach" for additional information about outreach). <br /> 8 <br /> 9 • Social Equity: The Plan will approach components through a social equity lens, <br /> 10 consistent with the One Orange County Racial Equity Plan. The lens will be specific to <br /> 11 the needs, communities, and populations of Orange County, with focused efforts made <br /> 12 to engage historically underserved or disenfranchised communities, and communities of <br /> 13 color. <br /> 14 <br /> 15 Graphics, Length, and User Friendly: The Plan will be of a length that is conducive to <br /> 16 user-friendliness and written for the general public. Easy to read and informative charts, <br /> 17 graphs, and maps will be used throughout the Plan. Visualization techniques that <br /> 18 graphically and accurately depict pertinent information will be provided for each <br /> 19 component of the Plan. <br /> 20 <br /> 21 Identification of Potential Partnerships and Regionalism: Identification of partnerships, <br /> 22 including other County departments, that may be leveraged more efficiently and <br /> 23 effectively to help implement the Plan. As a County that does not own/operate/maintain <br /> 24 a public water or sewer utility, partnerships with utility providers (municipal, water/sewer <br /> 25 authority, and non-profit) will need to be identified through the planning process to <br /> 26 achieve shared goals in the areas of social equity, housing affordability, and transit <br /> 27 supportive development. <br /> 28 <br /> 29 Plan Recommendations: To include land use policies, future Small Area Plan needs, and <br /> 30 proposed Unified Development Ordinance (UDO) amendments that reflect a future land <br /> 31 use vision balancing stated interests obtained through the planning process; <br /> 32 identification of shared County and municipal goals (e.g. housing affordability); <br /> 33 identification of land use goals and objectives that are shared with other adopted County <br /> 34 plans; and an implementation strategy. <br /> 35 <br /> 36 Summary of Project Scope and Approach <br /> 37 The project schedule spans a little over two years from kick-off to Plan adoption and includes <br /> 38 the following phases: <br /> 39 <br /> 40 Phase 1: Launch Project <br /> 41 Phase 2: Identify New Issues and Opportunities (1St Outreach Window) <br /> 42 Phase 3: Evaluate Planning Influences <br /> 43 Phase 4: Develop the Plan (2nd and 31d Outreach Windows) <br /> 44 Phase 5: Adopt the Plan (Public Hearing) <br /> 45 <br /> 46 Public Outreach: A cumulative approach to public outreach will be utilized consisting of three- <br /> 47 waves: <br /> 48 Wave 1: Confirming Community Aspirations - testing and confirming critical planning <br /> 49 issues, defining community aspirations for the County in 2045, and sharing <br /> 50 data and trends. <br />
