She said she would also like to hear the needs from the school capital needs <br /> 2 consultant before making any further capital funding decisions. <br /> 3 <br /> 4 A motion was made by Chair Bedford, seconded by Commissioner Fowler, to approve <br /> 5 budget amendment CIP-001. <br /> 6 <br /> 7 Vice-Chair McKee asked how this isn't discriminatory. <br /> 8 Chair Bedford said capital funding does not flow out to charter students. <br /> 9 Vice-Chair McKee said this explicitly excludes funding charters. He said this would <br /> 10 change the allocation of Article 46 funds for each district. <br /> 11 Chair Bedford said the total dollar amount is exactly the same. <br /> 12 Vice-Chair McKee asked how Chapel Hill-Carrboro City Schools (CHCCS) gains funding <br /> 13 and Orange County Schools (OCS) loses funding based on the proposed formula change. <br /> 14 Chair Bedford said the Board funds the per pupil amount for operating for charter <br /> 15 students, however, she said it doesn't make sense to include charter students in the ADM for <br /> 16 technology because they are not in OCS to use the technology. <br /> 17 Commissioner Fowler said for operations, both districts have to fund charter schools, so <br /> 18 the per pupil amount flows out to charter schools. She said Article 46 money used for <br /> 19 technology does not flow out to the charter schools. She said this amendment would help fund <br /> 20 the students who are actually in the school buildings equitably, so they all get the same amount. <br /> 21 Vice-Chair McKee said he is missing how OCS would lose funding and CHCCS would <br /> 22 gain funding. <br /> 23 Chair Bedford said this amendment would actually make the ADM ratios more equitable <br /> 24 for students in each district for the purposes of technology funding. <br /> 25 Vice-Chair McKee said he plans to vote against this amendment. He said excluding <br /> 26 charter students got his attention. <br /> 27 Chair Bedford said all capital dollars exclude charter students. <br /> 28 Vice-Chair McKee said this proposes shifting money, but he doesn't understand how. <br /> 29 Chair Bedford said this shifts money from OCS to CHCCS based on the actual number <br /> 30 of students in the building. <br /> 31 Vice-Chair McKee said it decreases the total funding to OCS for technology. <br /> 32 Chair Bedford said yes it does. <br /> 33 Commissioner Greene said it does because it's based on real numbers of students in <br /> 34 the classroom. <br /> 35 Commissioner Richards said another way to think of it is that $75,000 of technology <br /> 36 funding is not needed in OCS because those students are not in OCS seats. <br /> 37 Vice-Chair McKee said he can accept it, but still doesn't support it. <br /> 38 Commissioner Portie-Ascott said the argument makes sense, but it seems like OCS is <br /> 39 already under-resourced and CHCCS has more resources, so it feels wrong to take money from <br /> 40 OCS. <br /> 41 Vice-Chair McKee said he agrees that it doesn't feel right because CHCCS has the <br /> 42 special district tax. <br /> 43 <br /> 44 VOTE: Ayes, 4 (Commissioner Richards, Commissioner Fowler, Chair Bedford, <br /> 45 Commissioner Greene); Nays, 3 (Commissioner Hamilton, Vice-Chair McKee, <br /> 46 Commissioner Portie-Ascott) <br /> 47 <br /> 48 MOTION PASSES <br /> 49 <br /> 50 Commissioner Greene explained budget amendment CIP-002, which she sponsored. <br /> 51 She thanked the County Manager for proactively putting $15 million in the capital budget over <br />
