10
1 Durham Technical Community College — Orange County Campus projects. The Proprietary
2 Projects include Water and Sewer, Solid Waste Enterprise Fund, and Sportsplex projects.
3
4 The CIP has been prepared anticipating moderate economic growth of approximately 2% in
5 property tax growth and 4% sales tax growth over the next ten years. Many of the projects in
6 the CIP will rely on debt financing to fund the projects.
7
8 The items below include revisions made to the following Capital Projects since the presentation
9 of the Manager's Recommended Capital Investment Plan on April 4, 2023:
10
11 As a part of the annual budget process, adjustments are made to the allocation of school
12 funding based on changes to the FY 2023-24 budgeted average daily membership
13 (ADM) percentages. At the time of the Capital Improvement Plan presentation, only FY
14 2022-23 ADM information was available. The impact of these numbers changed the
15 CHCCS percentage from 58.78% to 58.44%, and changed the OCS percentage from
16 41.22% to 41.56%. This adjustment is accounted for prior to the Board amendment to
17 adjust the Article 46 capital allocation policy.
18
19 Travis Myren continued the following presentation:
20
21 Slide #8
Capital Investment Plan Amendments
Page
CIP-001 Bedford 114 Cmdal hangs Percy for allocallon of Article 46 proceeds to so SD
school doW by exdudirg Crier Students In
brawla Thls prowdes CHCCSan aWonal S75,50
n NroUg for technology Wel expenses, ao
duces GCS's funding by the some amount.
CIk2 Greene 35 Housing forward$`M fundang for Affordable Horsing S 5,X0,000 5 5.000,W0
rojed from year 2(FY 2024.25)to year 1(FY 2023•
4)
GRANGE COUNTY
e nrci-r1-c-rarzcs_iran
22
23 Chair Bedford explained budget amendment CIP-001, which she sponsored. She said
24 this amendment proposes changing the formula for distribution of Article 46 proceeds to the
25 school districts to exclude charter students. She said this money is used for technology and
26 does not flow out to charter students like the per pupil funding does. She said it doesn't make
27 sense to fund technology for students who are not in the building. She said she is not proposing
28 changing all of capital funding to exclude charter students in the formula because there are still
29 fixed costs associated with capital that would not change because a group of students goes to a
