66
1 The proposed use will introduce additional vehicles to the surrounding road
2 network that, by the submitted Traffic Impact Analysis, is forecast to decline
3 in service; and,
4 3) 6.2: Maintain a cooperative joint planning process among the County
5 municipalities and those organizations responsible for the provision of water
6 and sewer services to guide the extension of service in accordance with the
7 Comprehensive Plan, the Orange County-Chapel Hill-Carrboro Joint
8 Planning Agreement and Land Use Plan, and the policies of the
9 municipalities.
10 Though the adopted plans of the Town of Hillsborough identify this area as
11 one for utility service, the Town Commission voted to deny annexation of the
12 property for a similar proposed development, and the mayor has publicly
13 opposed the project.
14 c. The amendment is neither reasonable nor in the public interest based upon the
15 information provided at the public hearing, and because it does not match the
16 residential character of the local neighborhood and will not meet the walkability
17 needs for a mixed residential development, as described land use description of
18 the Central Orange Coordinated Area joint land use agreement with the Town of
19 Hillsborough.
20 Commissioner Hamilton offered a friendly amendment that it is inconsistent with land use
21 goal 3 of the 2030 comprehensive plan. She said it also does not meet the future land use
22 classification of mixed residential neighborhood as defined by the Town of Hillsborough and
23 Orange County Central Orange Coordinated Land Use Plan. She said she would add the
24 statement that it is inconsistent with goal 3 above item 3.1. She read goal 3:
25 "Land Use Goal 3 of the 2030 Comprehensive Plan—A variety of land uses that are
26 coordinated within a program and pattern that limits sprawl, preserves community
27 and rural character, minimizes land use conflicts, supported by an efficient and
28 balanced transportation system."
29 Commissioner Greene accepted her addition as a friendly amendment and clarified that
30 the language under section b of the Statement of Inconsistency should read as follows:
31 "...the Board finds that the amendment is inconsistent with the following Land Use
32 Goals and Objectives."
33 She said after that point, the language in goal 3 should be added.
34 Commissioner Fowler also accepted the language.
35 Commissioner Hamilton also requested to add as section 4 that it does not meet the future
36 land use classification of mixed residential neighborhoods as defined in the COCA.
37 Commissioner Greene said she accepted the addition, but would make it section c and
38 move section c to section d.
39 Commissioner Hamilton said that was fine.
40 Commissioner Fowler accepted the friendly amendment.
41
42 VOTE: UNANIMOUS
43 (Vice-Chair McKee did not vote on the motion as he was excused, but all other
44 commissioners present voted "aye" in support of the motion.)
45
46 6. Regular Agenda
47 None.
48
49
