61
1 Patrick Cummings said they have met with financial partners, reviewed their finances, and
2 feel good about their ability to purchase the property.
3 Commissioner Richards asked Patrick Cummings how much it would cost to buy the land.
4 John Roberts said he did not want to guide the Board to not asking questions, but the
5 answers they receive may not be able to be considered when they are deliberating. He said they
6 could consider the use, the reasonableness of the use, what conditions are appropriate for the
7 use to protect the health, safety, and general welfare of the public.
8 Commissioner Richards said she wanted to know about the feasibility of HYAA's ability to
9 purchase.
10 Chair Bedford said that could not be considered.
11 Commissioner Richards said she had questions about traffic impact.
12
13 Cy Stober referred to slide #6 in the presentation:
ZONING & LAIRD USE REVIEW
NQGS 160D-701
Zoning r-agulatlons shall he made in atcvrdance weil.h a zornprehanslve plan and sha®The
designed to ororicle Lhe publir health, safety, and general wuel"are....The regulations
shall be made with-reauonaWe consideration.among other thin, as to the character of
the dis'rict and its peculiar suitability for particular uses and with a view la conserving the
value o"Frn IFIgS, anu uncaurawging PFu most apprrfpriate use o!land throughout the local
gt]vernn<cn".'s panning anti dl&velcipment regWatlorn Juriselctlork. He said
16 NCDOT then issues a letter with the requirements to the surrounding transportation network that
17 they feel are justified by the impacts from that school. He said NCDOT will either pay up front or
18 reimburse the school for the cost of those improvements. He said NCDOT's letter states that for
19 this proposed school, they are required to provide turn lanes in both driveways and nothing more.
20 Commissioner Richards said that the information in their packet is just informational.
21 Cy Stober said there is some nuance about traffic generated from the recreational facilities
22 separate from the school. He said those are up for consideration.
23 Commissioner Richards said she was interested in the total number of trips.
24 Cy Stober said the higher number of trips is related to the school.
25 Vice-Chair McKee asked the applicant, Jim Parker, about a condition they proposed in the
26 previous meeting. He said condition was to give Orange County Schools 6 months to consider
27 entering into negotiations on this school site. He said that they are currently looking at another
28 site. He asked if the applicant would be willing to extend the timeframe.
29 Jim Parker said they would be willing to extend to 9 or 12 months.
