60 <br /> 1 CONTINUED BUSINESS MEETING <br /> 2 June 12, 2023 <br /> 3 7:00 p.m. <br /> 4 <br /> 5 The Orange County Board of Commissioners met for a continued Business Meeting on <br /> 6 Monday, June 12, 2023 at 7:00 p.m. at the Whitted Human Services Center in Hillsborough, <br /> 7 NC. <br /> 8 <br /> 9 COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, Vice-Chair Earl McKee, <br /> 10 and Commissioners Amy Fowler, Sally Greene, Jean Hamilton, Phyllis Portie-Ascott, and Anna <br /> 11 Richards <br /> 12 COUNTY COMMISSIONERS ABSENT: None. <br /> 13 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 14 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 15 Travis Myren, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> 16 appropriately below) <br /> 17 <br /> 18 Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present. <br /> 19 <br /> 20 A motion was made by Commissioner Hamilton and seconded by Commissioner Greene <br /> 21 to reconvene the June 6, 2023 business meeting. <br /> 22 <br /> 23 VOTE: UNANIMOUS <br /> 24 <br /> 25 Vice-Chair McKee asked Cy Stober, Planning Director, asked if the project was consistent <br /> 26 with the 2030 Comprehensive Plan. <br /> 27 Cy Stober said yes. <br /> 28 Vice-Chair McKee asked if Cy Stober and his staff had the training, certifications, and <br /> 29 education to analyze Orange County regulations and make a determination as to whether the <br /> 30 project is consistent. <br /> 31 Cy Stober said yes, including himself they have four AICP certified planners, numerous <br /> 32 employees who are graduates of UNC's school of urban and regional planning, and several <br /> 33 certified zoning officers by the State of North Carolina. <br /> 34 Vice-Chair McKee asked how many years of experience staff has. <br /> 35 Cy Stober said senior staff have about 70 years of experience. <br /> 36 Commissioner Portie-Ascott asked if questions about the administrative practices of the <br /> 37 proposed school are allowed. <br /> 38 John Roberts said this item is only about the use of the property. He said those questions <br /> 39 would not be appropriate for the Board's consideration at this point in the meeting. <br /> 40 Vice-Chair McKee asked the leader of the HYAA, Patrick Cummings, if it is correct that <br /> 41 HYAA served 950-100 children. <br /> 42 Patrick Cummings said that is correct. <br /> 43 Vice-Chair McKee asked if they are currently renting fields from Orange County. <br /> 44 Patrick Cummings said that was correct, and that they currently spend $10,000 a year on <br /> 45 rental fees. <br /> 46 Vice-Chair McKee asked if their intent is to purchase the property from the landowner if <br /> 47 the project is approved. <br /> 48 Patrick Cummings said that is the HYAA board's intention to purchase the property if the <br /> 49 project is approved. <br /> 50 Vice-Chair McKee asked if they have been in contact with financial institutions about their <br /> 51 plans to purchase. <br />
