58 <br /> 1 it is an appropriate use of the space. He said that he is also concerned about the environment. <br /> 2 He said he wants a complimentary relationship with Orange County Schools. He said they put <br /> 3 forth a budget of$2 million in needed facility repairs. He said what happens when there is a public <br /> 4 bond needed for new schools or facilities. He said that growth is occurring and SAPFO is a <br /> 5 controlled measurement tool, that gives them control He said that every other data source says <br /> 6 that there will be substantial growth in the community. He said that he has been in this for 15 <br /> 7 years. He said that 100% of his experience has been with low-income kids of color. He said if you <br /> 8 are black or brown in Orange County, you have a 1 in 4 chance of being proficient in high school. <br /> 9 He said that if you are disabled, you have a 1 in 10 chance. He said he wants those kids in his <br /> 10 school. He said that he has built every logistical legal restriction to his school to make sure that <br /> 11 happens. He said he wants a school with a weighted lottery, bussing, and lunches. He said he <br /> 12 will bring it. He said they need a new option. <br /> 13 Jim Ray said if you add another 1,400 people it will add 1,000 trips and Lawrence Road <br /> 14 cannot stand it. He said it cannot stand what is has now. He said they need to be very careful with <br /> 15 runoff if it is approved because they have a pond that is filling up now. He said he does not know <br /> 16 what he is going to do with that now. He said he is from the golf course, and it is downhill from <br /> 17 the project. He said that there is a man promising the county $400,000 for turn lanes and two of <br /> 18 the lanes would be on property that the golf course owns so he would like to see $800,000 for the <br /> 19 lanes. He said that you could solve a lot of these problems if they go back to Brady Road and <br /> 20 build a bypass. <br /> 21 Cheryl Howard said that in her community, the corner of Washington Street and Adams <br /> 22 Place, there is already a problem making a left turn. She said the proposed entrance of the project <br /> 23 would be very close to that corner and possibly break off any opportunity to have any way out of <br /> 24 the neighborhood except to make a right-hand turn. She said that if you look at the long-term plan <br /> 25 for 1-85, the other exit from the neighborhood might not be there. She said that HYAA does need <br /> 26 fields. She said the tennis people need something. She said that this impacts her ability to get out <br /> 27 of her neighborhood and that a lawyer at one of the first meetings told her that she would just <br /> 28 need to figure it out on her own. She said that does not feel like looking out for the community. <br /> 29 She said she has been there for 40 years and that she is emotional about this because she is a <br /> 30 retiree and so are a lot of her neighbors. She said a lot of the neighbors are also Hispanic and did <br /> 31 not understand the letter. She asked them to vote no at this point because there are things that <br /> 32 need to be considered. <br /> 33 <br /> 34 A motion was made by Commissioner Fowler, seconded by Commissioner Hamilton, to <br /> 35 close the public hearing. <br /> 36 <br /> 37 VOTE: UNANIMOUS <br /> 38 <br /> 39 Chair Bedford said that the BOCC Rules of Procedure call for the Board to end meetings <br /> 40 by 10:30 p.m. and it was past that time. She said that the Board did not have time to deliberate. <br /> 41 She suggested that the Board recess the meeting and pick a time in the future to continue the <br /> 42 meeting. <br /> 43 John Roberts said that there was one item from earlier in the meeting that needed to be <br /> 44 revisited. He said that item 8-s was not correctly voted on and said the Board should revisit that <br /> 45 before the meeting is recessed. <br /> 46 Chair Bedford asked why they needed to revisit item 8-s. <br /> 47 John Roberts explained that the language in the abstract was not the correct wording for <br /> 48 what was needed. He said the Board needed to reconsider the item and approve it with different <br /> 49 language. <br /> 50 <br />
