57 <br /> 1 said that a spot zone that would disenfranchise those around it. She said that the Lawrence Road <br /> 2 bicycle club that goes up and down the road every day will come to an end. She said that the ball <br /> 3 fields will step on the other sports enthusiasts. She said that the county has promised an area in <br /> 4 Efland. <br /> 5 Kevin Lee said he supports having ballfields and tennis courts. He said there are other <br /> 6 places area available to put the fields. He said that he has an issue with charter schools because <br /> 7 they are not an effective or efficient for of education. He said that they usually do not meet their <br /> 8 purpose. He said that the Terry Sanford School of Public Policy has data that shows that charter <br /> 9 schools are not as good as the public schools in educating students. He said that Hillsborough <br /> 10 continues its pattern of unchecked growth and traffic is already horrible. He said that charter <br /> 11 schools, by nature, require their parents and guardians to drive the children to school and this is <br /> 12 using more fossil fuels. He said that school choice has been associated with increased racial <br /> 13 segregation and inconsistent student outcomes. <br /> 14 Rachel Royce said there has been a lot of discussion of social goods. She said that her <br /> 15 husband is a soccer coach, and they support sports. She said her son graduated from Research <br /> 16 Triangle High School. She said that the Town of Hillsborough considered very carefully whether <br /> 17 this project should go forward, and they voted unanimously no. She said she would be concerned <br /> 18 if the county overrides the concerns of the municipality. She urged the Board to vote no. <br /> 19 Justin Adamson said his son plays tennis at the Orange Tennis Club. He said his other <br /> 20 son plays HYAA and loves it. He said that HYAA has been looking for a solution for 20 years, and <br /> 21 it is time to give them a solution. He said they have been building houses but not schools. He <br /> 22 said that a couple of dollars on a water bill is a small price to pay for more schools. He said they <br /> 23 need more schools, and that the younger generation needs to be supported. He said the baseball <br /> 24 program is for kids and they cannot be here to advocate for themselves. <br /> 25 Curtis Kelly said he lives on Wingate Drive, off of Lawrence Road. He said he has been <br /> 26 to the Planning Board meetings and there are too many unknowns. He said that the traffic is bad <br /> 27 and there is only a four-way stop. He said that the remedies that the applicant is proposing are <br /> 28 not promised. He said that there is a historic site on the corner of 70-A and Lawrence. He said <br /> 29 that he does not understand the concrete median or the impact on the water shed. He said there <br /> 30 is no guarantee that it will be well-water or town water and that this is still very fuzzy to him. He <br /> 31 said the plan is not reasonable at this location. He said that it will have a negative impact on the <br /> 32 environment and probably on water as well. He said that the Town of Hillsborough is not in favor <br /> 33 and asked the Board to please vote no to the plan. <br /> 34 Earl Tye asked for the Board to vote in favor of the rezoning. He said he served as a coach <br /> 35 and board member for HYAA. He said that it is the essence of community and a community <br /> 36 builder. He said think about all of the volunteers that have to come together every year to make <br /> 37 it work. He said that he can attest to the fact that 20 years ago, they were concerned about the <br /> 38 long-term aspects of HYAA. He said that Collins Field served the youngest players, and those <br /> 39 fields are gone. He said if they lose the ability to serve children in the youngest group, then that <br /> 40 cuts the feeder system into the entire rest of the program. He said there has been a lot of doom <br /> 41 and gloom spoken tonight. He said that there is always fear of what might be out there, but those <br /> 42 things do not usually come to pass. He said as humans, they think about the worst. He said that <br /> 43 there are people in place to make decisions if there are unknowns today. <br /> 44 Amanda Godwin said she sent the Commissioners a video but did not send it to Vice- <br /> 45 Chair McKee because she did not respect him enough however, she has had a change of opinion <br /> 46 since he recused himself from voting. She said that everyone that has a yes, put it up if they live <br /> 47 on Laney Drive, Jay Circle, Laurie Drive, Adams Place, Washington, Kennedy, or Wingate, or <br /> 48 Jefferson and Lawrence. She said that she is assuming that there are none up. She said that <br /> 49 there are a lot of people ready to sacrifice the property of others property. <br /> 50 Joey Webb said he is the executive director of West Triangle High School. He said that <br /> 51 the school is responsible for paying for the cost of hooking up water and sewer. He said he feels <br />
