Attachment 1 <br /> 1 <br /> 1 DRAFT MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 BUSINESS MEETING <br /> 5 May 16, 2023 <br /> 6 7:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Business Meeting on Tuesday, May <br /> 9 16, 2023 at 7:00 p.m. at the Whitted Human Services Center in Hillsborough, NC. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, Vice Chair Earl McKee, <br /> 12 and Commissioners Amy Fowler, Sally Greene, Jean Hamilton, Phyllis Portie-Ascott, and <br /> 13 Anna Richards (arrived at 7:07 p.m.) <br /> 14 COUNTY COMMISSIONERS ABSENT: None. <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 17 Travis Myren, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> 18 appropriately below) <br /> 19 <br /> 20 Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present, <br /> 21 except for Commissioner Richards. <br /> 22 <br /> 23 1. Additions or Changes to the Agenda <br /> 24 <br /> 25 A motion was made by Commissioner Hamilton, seconded by Vice-Chair McKee, to <br /> 26 remove item 6-a from the agenda. <br /> 27 <br /> 28 VOTE: UNANIMOUS <br /> 29 <br /> 30 Chair Bedford dispensed with reading the public charge. <br /> 31 <br /> 32 2. Public Comments (Limited to One Hour) <br /> 33 a. Matters not on the Printed Agenda <br /> 34 <br /> 35 Thomas Deis, from Triangle Youth Hockey of NC, spoke about their program, which <br /> 36 serves about 200 children. He said his program has significant problems with the management <br /> 37 of the Sportsplex. He said that their program competes against two different travel <br /> 38 organizations that the Sportsplex management heads up. He said that the management <br /> 39 provides better and more significant ice time for those competing teams. He said that the <br /> 40 Sportsplex should be for the Orange County community. He said they have had to turn away <br /> 41 youth from the program because they do not have space. He had materials for the Board <br /> 42 describing the statistics for his program. He said that the materials show that there is a <br /> 43 significant disparity in the amount of ice time for his program as compared to the other teams. <br /> 44 He said they are 6 times the size of the other teams and only receive 3-4 times the amount of <br /> 45 ice time. He said they serve children from 6-18 years old, but most fall between 9-14 years old. <br /> 46 He said that the Sportsplex wanted to take their organization over, but they turned the <br /> 47 Sportsplex down. He said that management has done numerous retaliatory things. He said <br /> 48 that they just want to get back to the amount of ice time they had prior to the travel <br /> 49 organizations use of the facility. <br /> 50 <br /> 51 <br />
