REDUCTION <br /> As a primary step, each strategy is ranked by its <br /> potential impact on GHG emission reductions: Cost-Effectiveness <br /> Tier 1 Foundational, Tier 2 Supportive, and Tier (Net present value, impact <br /> 3 Complementary.
