The following describes <br /> several of the State, regional, and local policies that precede and form a foundation for <br /> the County's Plan. <br /> STATE GUIDANCE <br /> North Carolina Executive Order NO.80 aligns the State to the 2015 Paris Agreement and <br /> the United States Climate Agreement. Further, North Carolina has ratified reduction <br /> targets for carbon emissions to 40% from 2005 levels.'
