Orange County Short Range Transit Plan, RFLOI No 367-005394 I Letter of Interest <br /> Orange County,NC/Orange County Public Transit <br /> 5.1 Develop Implementation and Financial Plan <br /> Nelson\Nygaard will develop a plan for the implementation and funding of the strategies developed in Task 4 over <br /> the short, medium,and long term,with more details on the short term strategies. We will start by cataloging <br /> committed and potential funding sources, such as Orange County Transit Plan committed funds; TIP/STIP <br /> committed funds; and federal, state,and local grant opportunities. We will also explore policy requirements such <br /> as the timeframe of fleet electrification goals. <br /> After determining the funding and policy constraints for each time horizon, Nelson\Nygaard will hold a workshop <br /> with the CTT to use the prioritized strategy list to align specific projects to each time period,taking into <br /> consideration how different projects may be complementary and need to be implemented at the same time. The <br /> objective of the workshop will be to create a phased implementation plan of all of the strategies. <br /> Nelson\Nygaard will lay out this phased implementation plan in a clear and easy-to-follow format for the public <br /> and stakeholdersto understand. The plan will include service recommendations, operating and capital costs, and <br /> fleet and equipment requirements. For the short term strategies,we will also include a year-by-year plan with <br /> detailed maps and implementation recommendations. <br /> 5.2 Draft and Final Plan <br /> The culmination of the SUP is the final plan,which summarizes the work done in Tasks 1-5 and reflects the <br /> thoughtful feedback of Orange County riders, staff, stakeholders, and the Board on the draft plan. <br /> Draft Plan <br /> The draft report will compile analyses,findings, and recommendations developed in previous tasks. The report <br /> will likely consist of the following chapters: <br /> ■ Executive summary <br /> • State of the System summary <br /> ■ Performance Matrix <br /> • Prioritized service and capital strategies <br /> ■ Implementation and financial plan <br /> • Community outreach and input summary <br /> Phase 2 of public engagement will focus on feedback on the draft plan,with a focus on the implementation and <br /> financial plan. <br /> Final Plan <br /> Based upon public, Orange County,and CTT feedback, Nelson\Nygaard will revise the draft report and produce a <br /> final report. Nelson\Nygaard will deliver the final report in electronic format along with all supporting analysis and <br /> graphic files. We will also provide all maps, graphics,and charts used in the report and presentations for Orange <br /> County's future use. All items provided will be named and/or labeled for easy identification. <br /> 5.3 Final Presentations <br /> Nelson\Nygaard will prepare and present a summary of study findings and recommendations to local <br /> jurisdictions, MPOs, and the Orange County Board of County Commissioners. <br /> DELIVERABLES <br /> ■ Implementation and financial plan <br /> ■ Draft SUP <br /> ■ Final SRTP <br /> ■ Slide deck for final presentations <br /> Nelson\Nygaard Consulting Associates,Inc.121 <br />
