Orange County Short Range Transit Plan, RFLOI No 367-005394 I Letter of Interest <br /> Orange County,NC/Orange County Public Transit <br /> 4.1 Develop Performance Matrix <br /> The Orange County Transit Plan Update identified five core community values for transit in Orange County: <br /> equity, environmental sustainability, economic prosperity, affordable and attainable quality of life, and <br /> transportation and access for all. We will hold a workshop with Orange County and the CTT to adapt these broad <br /> goals to specific transit investments and determine what outcomes for each value may look like in the short <br /> term. For example, setting goals on fleet electrification would move Orange County towards greater <br /> environmental sustainability. <br /> Based on these outcomes,the project team will create a performance matrix that will be used to evaluate transit <br /> improvement strategies. This matrix will consist of a combination of quantitative and qualitative performance <br /> measures that will directly address each outcome, such as travel time savings, proximity to transit services, <br /> operating and capital costs, and environmental impacts. To the extent possible,the evaluation criteria will be <br /> limited to measures that are most important,will be differentiators,will resonate with stakeholders, and can be <br /> presented in an easily understandable manner. This ensures that the project team focuses on the most <br /> important issues and avoids getting distracted by secondary issues. <br /> 4.2 Develop Transit Improvement Strategies <br /> Based on the State of the System and the outcomes identified through developing the performance matrix,the <br /> Nelson\Nygaard team will identify strategies to improve transit services. These strategies will be a combination <br /> of services, projects, and programs, such as: <br /> ■ Changes to existing fixed route and on demand services <br /> ■ New fixed route and on demand services <br /> ■ New or updated passenger amenities <br /> • Capital improvements <br /> ■ Fleet improvements, including the transition to electric vehicles <br /> To present these ideas to the CTT, stakeholders,and the public, Nelson\Nygaard will develop"project sheets' <br /> that provide an overview of the strategy, estimated costs,and other implementation details, such as proposed <br /> service levels and fleet requirements. <br /> 4.3 Evaluate and Prioritize Strategies <br /> Nelson\Nygaard will evaluate the strategies based on the performance matrix created earlier in the project.
