We will also provide an overview of the subsequent phases <br /> of the project and can provide additional updates throughout the project, if requested. <br /> DELIVERABLES <br /> ■ Public Involvement Plan <br /> • Project Website or Webpage <br /> ■ Outreach and publicity materials in English and Spanish <br /> • Engagement report after each phase <br /> Task 3: Existing Conditions <br /> ........................................................................................................... <br /> Before developing strategies for improving transit in Orange County, it is crucial to establish a baseline <br /> understanding of the existing transit network and the needs of current and future transit riders. Assessing the <br /> existing conditions will help us identify gaps and opportunities to explore further in Tasks 4 and 5. <br /> 3.1 Review of Past Plans and Projects <br /> As one of our first steps, Nelson\Nygaard will review recent plans and projects to establish a baseline <br /> understanding of transit investments that have been or are currently planned for Orange County. We'll also <br /> inventory guiding policies that govern transit investments. Working with the Orange County project team, we will <br /> identify a list of documents to review,which may include but is not limited to: <br /> ■ 2022 Orange County Transit Plan Update <br /> • 2018 Orange County Short Range Transit Plan <br /> ■ 2050 CAMPO/DCHC MPO Metropolitan Transportation Plan <br /> • Orange County's Complete Streets and Vision Zero Policy <br /> ■ Orange County Climate Action Plan <br /> We will summarize the findings into a chapter of the State of the System report. <br /> 3.2 Market Analysis <br /> We will conduct a market analysis to understand what current and future riders need out of a transit system. <br /> Nelson\Nygaard will explore who is most reliant on transit,where they live,where they are trying to travel to,and <br /> what levels of transportation are most appropriate for the community. This analysis will help us to identify <br /> policies and service changesthat can support people traveling within Orange County and between Orange County <br /> and adjacent communities. Specific analyses will include: <br /> • Population and employment densities, and the spatial distribution of various demographic and socio- <br /> economic groups to highlight areas of high transit propensity. <br /> • Major destinations, including employment centers, shopping centers, major grocery stores, social <br /> services, medical facilities, educational institutions, and more. <br /> ■ Travel patterns using U.S. Census Longitudinal Employer-Household Dynamics(LEHD), Triangle Regional <br /> Model, or Replica(modeled transportation patterns). <br /> Nelson\Nygaard Consulting Associates,Inc.118 <br />
