Orange County Short Range Transit Plan, RFLOI No 367-005394 I Letter of Interest <br /> Orange County,NC/Orange County Public Transit <br /> CHAPTER 4 - TECHNICAL APPROACH <br /> Project Understanding <br /> The Orange County Short Range Transit Plan presents the opportunity to ensure that transit investments are <br /> working to meet the needs of the County and its residents and workers. Building upon the 2018 Short Range <br /> Transit Plan and the 2022 Orange County Transit Plan Update,this SRTP effort will identify gaps and <br /> opportunities for transit service in Orange County, develop and refine strategies to address these gaps, and <br /> create an implementation plan that maximizes public benefits out of limited funding. The SRTP will be conducted <br /> in collaboration with stakeholders,transit riders, and the general public,with recognition that partnerships with <br /> the regions'other transit providers are crucial to the success of transit in Orange County. <br /> By land area, most of Orange County's service area is very low density; much of the county does not have the <br /> population or employment density to support fixed-route transit. Yet, individuals in these areas both have <br /> mobility needs and contribute to the Orange County transit tax. Nelson\Nygaard understands that balancing the <br /> competing goals of transit access and frequencywill be a key goal of this project's effort.There are opportunities <br /> to improve ridership on existing services that serve areas with higher concentrations of jobs and populations. <br /> There are also opportunities to explore new service models such as microtransit,to ensure that people who live <br /> and/or work in low density areas have access to mobility options. <br /> Nelson\Nygaard also recognizes the need to balance providing reliable local transit services, while keeping in <br /> mind the need for regional travel and connections with neighboring transit agencies. Strengthening regional <br /> connections among Orange County's fixed-route and on-demand services and the services of GoTriangle, <br /> GoDurham, Chapel Hill Transit,and PART will help to support ridership growth and economic vitality for the <br /> county. For transit riders, it will mean access to a broader network of opportunities. Nelson\Nygaard led Orange <br /> County's 2018 SRTP effort and continues to support CAMPO, GoTriangle, and other service providers with on-call <br /> planning support, most recently leading the Wake County Bus Plan Update and SRTPs for GoDurham, GoCary, <br /> GoRaleigh, and GoTriangle. We have an intimate understanding of the region's transit services and funding <br /> mechanisms, giving us a strong foundation to update Orange County's SRTP. <br /> The following sections describe our approach to developing an SRTP that works to improve the mobility of <br /> current and future transit riders and the economic vitality of the County. We'll use the SRTP process to make sure <br /> Orange County's services and investments are aligned with current travel patterns and needs, maximizes rider <br /> access to opportunities, and strengthens regional connections. <br /> Approach <br /> Task 1: Project Management <br /> ........................................................................................................... <br /> The Nelson\Nygaard team is familiar and skilled at executing SRTPs across the country. Our proposed Project <br /> Manager Yanisa Techagumthorn and Principal-in-Charge Thomas Wittman have extensive experience working <br /> with partners in the Triangle to deliver high-quality projects in a timely manner. <br /> 1.1 Kickoff Meeting <br /> Nelson\Nygaard will convene a kickoff meeting to bring together Orange County staff and key members of the <br /> consultant team.
