Orange County Short Range Transit Plan, RFLOI No 367-005394 I Letter of Interest
Orange County,NC/Orange County Public Transit
GoDurham Microtransit Planning Study, Durham, NC (2020)
Contact: Meg Scully,Planning Manager,919-485-7455,mscully@gotriangle.com
In June 2019,the Durham City Council adopted the GoDurham Short Range Transit Plan(SRTP)developed by
Nelson\Nygaard. The SRTP identified six potential on-demand zones on the periphery of the city where fixed-
route ridership and residential density are low but where mobility needs of the community remain high. The
purpose of the Microtransit Planning Study was to investigate service scenarios and provide recommendations
for three of these zones.
Nelson\Nygaard developed goals and objectives for the potential microtransit services. A market review of each
zone identified key activity centers, existing fixed-route ridership, and populations with higher transit
propensity. Service design concepts and delivery models were identified for each zone and evaluated for how
well they met the client's goals and objectives. By identifying the tradeoffs between different operator models
and geographic zones,we developed both a service implementation strategy and evaluation plan. Our approach
helped the client think through near-term prioritization and the steps needed to scale up to a more robust
microtransit service.
,LIPAT70
2. P3 Recent Similar Projects Q ryAti
-s
Wake BRT: New Bern Avenue Design, Raleigh, NC (2020-2023)
Reference: Mark Huffer,Project Director,HNT13,919-424-0409,mhuffer@hntb.com
P3 is leading the public involvement and communications for the Wake Bus Rapid Transit(BRT): New Bern
Avenue Design. This project aims to complete the design phase of the New Bern Avenue corridor of the Wake
BRT system, which will connect downtown Raleigh with WakeMed and New Hope Road. P3 developed a
comprehensive and data-driven public involvement and agency coordination plan, which included provisions for
Environmental Justice(EJ)and Title IV compliance, and Limited English Prof iciency(LEP)outreach and provision
of language services.
P3 managed the development of two BRT systemwide virtual open houses which provided information to
residents and stakeholders on all four BRT corridors. P3 coordinated efforts between multiple consultant teams
and the city to create a cohesive and user-friendly virtual open house experience. These efforts included the
development of narrated videos, project handouts, and graphics. While projects effortswere primarily virtual due
to COVID-19,to increase accessibility, the P3 team conducted direct outreach to religious institutions along the
corridor and developed a strategy for safe non-virtual resident polling. P3 developed stand-alone polling stations
that asked residents to place a sticker to indicate their preference. These polling stations were placed at various
high-traffic bus stations around the city to reach participants who may not have been reached otherwise by
virtual methods. In the second virtual open house, the six polling stations along New Bern Avenue gathered over
330 responses from participants using the GoRaleigh bus system.
CHAPTER 3 - TEAM EXPERIENCE
Nelson\Nygaard Key Staff
Full resumes for each team member, including educational background and professional experience, can be
found in Appendix A.
