Orange County Short Range Transit Plan, RFLOI No 367-005394 I Letter of Interest
Orange County,NC/Orange County Public Transit
Transit Planning Experience
Transit planning is at the core of Nelson\Nygaard's practice. Our national and
international experience covers all types of transit, from the largest and most complex
transit systems to small, rural, and university systems.
We specialize in redesigning existing services to make them more effective, developing
new services such as bus network redesigns, bus rapid transit(BRT), microtransit, and
crafting transit master plans and policies around governance and fares that set
practical strategies to move transit from today into the future.
Our approach is comprehensive, collaborative, and creative. Working together,we help
identify needs and opportunities to develop practical plans that communities will embrace.
Our service areas include the following:
Service and Operations Planning: All transit service begins when a bus turns onto the street or a train
rolls down the tracks. We work with clients to identify measures that reduce inefficiencies in these services and
address near-term changing needs, all with an eye towards balancing productivity, efficiency, and accessibility.
Short and Long-Range Systems Plans: Public transportation systems must look to the future when
planning for bus and rail service and facility needs. This requires developing smart and visionary short and long-
range plans. We have worked hand-in-hand with agencies across the country in the development of these plans,
addressing all modes of transit.
Multimodal Corridor Plans: Planning for high-capacity bus and rail facilities in a corridor requires a
thorough understanding of the corridor's travel characteristics and service needs. We have worked on numerous
corridor projects for all modes, addressing service needs within the corridor and integration with the rest of the
region.
Transit Implementation and Scheduling: Our primary focus for any project is to develop
implementable service plans. We have assisted agencies with the development of schedules(in Trapeze and
Hastus),fare structure changes, and driver training. We have also assisted agencies with Title VI analysis that is
often required prior to initiating service or fare changes.
Travel Data and Analytics: We are strong believers in a data-driven planning process. We are at the
forefront of the industry in use of the most current data sources available, such as mobile tracking data, real time
traffic data, transit automatic passenger counters, and automatic vehicle locators. A thorough analysis process
ultimately demonstrates to the public that our recommendations are technically sound and defensible.
Ridership Forecasting and Capital Investment Grants: Major transit projects often look for
federal assistance when determining funding sources, in particular FTA's Section 5309 New Starts program. We
understand the FTA's Capital Investment Grant process and have ridership forecast and CIG analysis tools in
place to help an agency understand a project's likelihood of obtaining these funds.
Travel Demand Modeling: To assess the benefits a new transit line will provide, it is necessary to assess
the travel demand. Nelson\Nygaard develops and uses different methods of travel demand forecasting
depending on the needs of the project. We have applied demand models to a wide variety of transportation plans,
numerous traffic forecasting studies, master plans, and transit corridor projects.
Nelson\Nygaard Consulting Associates,Inc.14
