Box 8181 NELSON Hillsborough, NC 27278 NYGAARD CHAPTER 1 - INTRODUCTION RE: Orange County Short Range Transit Plan, RFLOI No 367-005394 Dear Nishith Trivedi and members of the selection committee, On behalf of Nelson\Nygaard Consulting Associates, Inc., I am pleased to submit this proposal to Orange County for a Short Range Transit Plan(SRTP). We are excited to continue improving transit services in Orange County and have assembled a team that brings a deep knowledge of the Triangle's transit services and funding structures, as well as service and capital planning experience in rural, commuter, and urban settings. The Triangle region is growing, as are its investments in transit services due to increased revenue from the transit sales tax. This SRTP effort presents an opportunity to evaluate the performance of Orange County's existing services and ensure that future investments are made in a way that enhances transportation for both rural and urban communities in the county. Due to the interconnected nature of the region, many Orange County residents work in nearby counties,while many Orange County workers commute from nearby counties. Working towards a regionally integrated transit network,with both fixed route buses and on-demand modes,will ensure better mobility across the whole region. Since its inception in 1987, Nelson\Nygaard has been distinguished by a commitment to implementable transportation plans—including the 2018 Orange County SRTP that we led—that support local and regional solutions to help build more vibrant, sustainable communities. Our team knows how to plan transit that works best for current and future riders. Our proposed Project Manager Yanisa Techagumthorn has extensive knowledge of transit in the Triangle, having managed the most recent updates of the SRTPs of GoTriangle, GoDurham, GoRaleigh, and GoCary. Our Principal-in-Charge Thomas Wittmann has 25 years of transit operations and capital planning experience working with rural, small urban, and large systems throughout the country, including in Durham, Chapel Hill,and Wake County. Nelson\Nygaard isjoined by Public Participation Partners,a local and certified DBE/MBE firm, specializing in inclusive and equitable engagement for transportation plans. It is a unique time for transit in Orange County and the region. We look forward to helping you enhance your existing transit services, develop new innovative ideas, and strengthen the quality of life of Orange County's residents, workers,and visitors. By signing the letter of transmittal, Nelson\Nygaard attests that all information submitted within our proposal is true and correct. Nelson\Nygaard is a prequalified professional consultant with the North Carolina Department of Transportation(HiCAMS Vendor Number 4564). As this proposal is for a planning study, Nelson\Nygaard will not be providing engineering services and is not registered with the North Carolina Board of Examiners for Engineers and Surveyors. Nelson\Nygaard Consulting Associates Inc. is not currently participating in any projects that pose a conflict of interest in providing consulting services for Orange County. During the life of this contract,we will not engage in other projects with a third party that would pose a conflict of interest.
