TEAM QUALIFICATIONS Orange County Transportation Multimodal Plan <br /> 3 2045 Long Range Transportation Plan I Columbia, SC <br /> DATE COMPLETED COATSCMCOG <br /> 2022 �. � <br /> CLIENT CONTACT -FRe, <br /> 204 � �•�4D 2 04 5 <br /> Shaping Futw*Trax�aparlation Shaping Futurs'Eramporlation <br /> Reginald Summons in�C•n,�W �an in Lhe central I idi=&Region <br /> Deputy Executive Director <br /> COATS <br /> (803) 744-5133 <br /> rsimmons@centralmidlands.org <br /> COST <br /> 14 <br /> $550K <br /> Part of the cover page of the CMCOG COATS 2045 LRTP Report <br /> WSP prepared the 2045 LRTP for the CMCOG that included both the COATS MPO urbanized area and Rural Planning <br /> Organization(RPO)area outside of the urbanized area.The LRTP was prepared under the guidance of the FAST Act <br /> and South Carolina Legislative Act 114,requiring the development of the LRTP to incorporate a Performance Based <br /> Planning Process(PBPP). <br /> Within the 2045 LRTP,all urban MPO widening projects and intersection projects,as well as all rural RPO widening <br /> projects and intersection projects,were put through a project prioritization scoring,developed by our team member <br /> High Street.In working together on the LRTP update,a project prioritization tool was developed that automates the <br /> project evaluation scoring process to develop CMCOG's Staged Improvement Program.Project ratings were determined <br /> for each identified data-driven criterion.The criteria were established to achieve CMCOG's strategic priorities and <br /> improve alignment with SCDOT plans.The criteria included considerations for project impact on infrastructure <br /> condition,safety risk reduction,mobility improvements,emissions reductions,transit impacts,and economic benefits. <br /> Criteria were diversified to be representative of geographic regions within the CMCOG planning area. <br /> A key component of the CMCOG and COATS 2045 LRTP is a Bicycle&Pedestrian chapter focused on understanding <br /> barriers to biking and walking across the region,identifying areas of safety concerns,coordinating with existing bicycle <br /> and pedestrian plans,developing recommendations for bicycle and pedestrian projects,programs,and policies,and <br /> prioritizing projects based on a set of criteria. <br /> Additionally,WSP updated the Congestion Management Plan(CMP)for the MPO urbanized area.The CMP used <br /> performance measures to characterize current and future travel conditions,track progress toward meeting regional <br /> objectives,identify locations of congestion,assess the effectiveness of congestion mitigation strategies,and to <br /> communicate system performance.The CMP included a congestion mitigation toolbox that provides a hierarchical <br /> methodology for congestion mitigation that begins with the most cost effective and efficient strategies and ends with <br /> the most cost prohibitive and intrusive strategies. <br /> Project Team Members Involved&Roles: <br /> Fred Frank(Project Manager);Emily Ritzler(PIC);Shivang Shelat(Lead Transportation Planner);Sarah Parkins(Public <br /> Engagement Lead) <br />
