the safety of turning movements and/or improve safety for bicyclists. The adding of two-foot <br /> widened shoulders on the entire width of a road during a repaving project is not eligible under <br /> this funding source; and addressing ADA issues for transit bus stops is also not eligible. <br /> Spot Safety — The Spot Safety Program is used to develop smaller improvement projects to <br /> address safety, potential safety, and operational issues. The program is funded with state funds <br /> and currently receives approximately $9 million per state fiscal year. Other monetary sources <br /> (such as Small Construction or Contingency funds) can assist in funding Spot Safety projects; <br /> however, the maximum allowable contribution of Spot Safety funds per project is $250,000. A <br /> Safety Oversight Committee (SOC) reviews and recommends Spot Safety projects to the NCDOT <br /> BOT approval and funding. Criteria used by the SOC to select projects for recommendation to the <br /> BOT include, but are not limited to, the frequency of correctable crashes, severity of crashes, <br /> delay, congestion, number of signal warrants met, effect on pedestrians and schools, division and <br /> region priorities, and public interest. Typical spot safety projects include new and upgraded <br /> traffic signals, turn lanes, curve improvements, warning devices, roadway appurtenances, and <br /> positive guidance improvements. <br /> FINANCIAL IMPACT: There is no financial impact to the County. OCTS is conducting this update <br /> in-house through department resources. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to this <br /> item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; religious <br /> or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic background; <br /> age; military service; disability; and familial, residential or economic status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary for <br /> residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Goal impact is <br /> applicable to this item: <br /> • CLEAN OR AVOIDED TRANSPORTATION <br /> Implement programs that monitor and improve local and regional air quality by: 1) promoting <br /> public transportation options; 2) decreasing dependence on single-occupancy vehicles, and 3) <br /> otherwise minimizing the need for travel. <br /> ACTION: <br /> Provide comments <br />
