ORANGE TRANSPORTATION <br /> COUNTY GOVERNMENT <br /> TRANSPORTATION SERVICES DEPARTMENT <br /> COUNTY <br /> NoKm CALIOLLNA PUBLIC TRANSIT <br /> OrangeCounty <br /> Item 5.b. <br /> Subject: Non-STIP <br /> Attachment: Non-STIP Summary <br /> Non-STIP Project List <br /> PURPOSE: Provide comments on potential non-State Transportation Improvement Program <br /> (non-STIP) projects for North Carolina Department of Transportation (NCDOT) transportation <br /> consideration. <br /> BACKGROUND: Throughout each fiscal year opportunities may arise for Orange County to <br /> submit requests to fund small transportation projects to the North Carolina Department of <br /> Transportation (NCDOT). Potential funding sources for these projects include the 2018-2019 High <br /> Impact— Low Cost Project Program, the Resurfacing Program, and the Spot Safety Program. The <br /> Planning staff is requesting OUTBoard members to assist staff in developing such a potential <br /> project list by making note of and reporting needed small transportation improvements as you <br /> all travel county roads. <br /> The turn-around time between NCDOT notification of requested projects or project review input, <br /> and the deadline for submission is typically very short and rarely allows sufficient time for full <br /> OUTBoard review and discussion. Developing potential project lists as an ongoing process will <br /> allow Orange County to have greater input in addressing the County's identification of small <br /> transportation projects. These projects include and not limited to: <br /> High Impact—Low Cost Project- As part of Senate Bill 257, "Current Operations Appropriations <br /> Act of 2017", Section 34.7.(c) High Impact— Low Cost Projects, NCDOT was tasked to develop a <br /> quantitative, evidence-based formula to use in selecting projects to receive funding under this <br /> program. Funded projects may include intersection improvement projects, minor widening <br /> projects, and operational improvement projects. Projects are expected to be under contract <br /> within twelve months of funding approval by the Board of Transportation (BOT). Projects that <br /> require right-of-way acquisition or utility relocations are not good candidates for High-Impact— <br /> Low Cost program funds. As part of this formula, NCDOT developed twelve criteria to be used in <br /> the formula to identify candidate projects under this program. <br /> Maintenance Resurfacing—Typically in the fall, the NCDOT provides an opportunity for planning <br /> staff to comment on its upcoming maintenance resurfacing programs of the upcoming couple of <br /> years. As part of this process, NCDOT requests and considers input from local jurisdictions. Staff <br /> would appreciate hearing from OUTBoard members regarding roads that you think might need <br /> to be resurfaced, or that require any geometric or operational changes that should be <br /> considered, or anything else that you believe to be relevant.
