o "The Department shall not provide financial support for independent bicycle and <br /> pedestrian improvement projects." <br /> • Independent bike/ped projects can be pursued through Federal Surface Transportation <br /> Block Grant Direct Allocation (SDBGDA) which is part of STIP. They require 20% local <br /> match and local administration. <br /> • Staff recommends adding Old NC-86, NC-86, US-70 and NC-54 as County Priorities for <br /> SPOT and other funding opportunities <br /> TRANPORTATION ADVISORY SERVICE (TAS): <br /> TAS met Thursday, January 26, at 10:30 am. Their action will be provided at the meeting. <br /> FINANCIAL IMPACT: There is no immediate financial impact associated with this item. However, <br /> should County seek any bicycle or pedestrian projects, it will be required to provide 20 percent <br /> local match for the project's overall cost. It will also be obligated to provide local administration <br /> in addition to the local match. All bike and pedestrian projects will require a resolution or letter <br /> of commitment from Orange County indicating the County will provide the local match and <br /> administration if any such projects are selected for funding. This will be choreographed with the <br /> County's budget process. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this <br /> agenda item: <br /> Goal: Establish Sustainable and Equitable Land-Use and Environmental Policies <br /> The creation and preservation of infrastructure, policies, programs and funding necessary for <br /> residents to provide shelter,food, clothing and medical care for themselves and their dependents. <br /> ENVIRONMENTAL IMPACT:The following Orange County Environmental Goal is applicable to this <br /> item: <br /> Implement programs that monitor and improve local and regional air quality by promoting public <br /> transportation options and incentives within the County that increase connectivity and decrease <br /> dependence on personal vehicles, and by selecting alternative fuel and low emission fuels/vehicles <br /> for the County"s vehicle fleet. <br /> ACTION: <br /> OUTBoard recommend BOCC approve Orange County Transportation Priorities for SPOT 7.0. <br />
