Non-STIP Project list <br /> PURPOSE: Review Orange County's non-State Transportation Improvement (Non-STIP) Projects <br /> and provide comments. <br /> BACKGROUND: Bi-Annually, OUTBoard reviews the Small Transportation Projects — non-STIP — <br /> list (Attachment 1). Projects identified in the list are potential local projects administered by <br /> NCDOT, such as: <br /> • High Impact-Low Cost Program and Hazard Elimination Program <br /> • SPOT Safety and SPOT Mobility—(Online Projects List) <br /> • Highway Maintenance Improvement Program (HMIP)— (Online Map) <br /> • No right-of-way acquisition, construction under contact in 24 months of approval; <br /> • Costs over $250,000 typically requires resolution of support from local elected body; <br /> • Funding can be paired with other funding sources; and <br /> • Subject to Board of Transportation (BOT) approval. <br /> OUTBoard members reside in all areas of the county,share familiarity with the roads and possible <br /> safety or maintenance concerns. Currently, staff are requesting OUTBoard members assist in <br /> helping to identify potential local projects, such as: <br /> • Dangerous intersections or road segments where accidents are known to occur <br /> • Potholes, drainage problems, pavement deteriorations, or similar road conditions <br /> • Hazardous conditions were signage or some other low-cost solutions could help <br /> Once non-STIP projects meet NCDOTs quantified funding criteria and are approved, there is little <br /> to no design or public involvement as they are relatively small projects with very low impact and <br /> are considered 'construction ready.' Maintenance projects aren't subject to the same type of <br /> criteria but are prioritized and implemented based on available funding. <br /> TRANPORTATION ADVISORY SERVICE (TAS): <br /> TAS met Thursday, January 26, at 10:30 am.
