Community Surveying • Opinion surveys will occasionally be used to obtain input from targeted groups or the general public on their transportation needs, the quality or costs of our services, and feedback on our public outreach efforts. • Surveys may be conducted via telephone, door-to-door canvassing, at community fairs, by placing drop boxes in ideal locations, or with assistance from other local agencies like social services. • Surveys will be translated into languages other than English,when appropriate. Limited English Proficiency Limited English Proficient (LEP) persons are individuals for whom English is not their primary language and who have a limited ability to read, write, speak, or understand English.These individuals reported to the U.S. Census Bureau that they speak English less than very well. To comply with USDOT's LEP Policy Guidance and Executive Order 13166, this section of our Title VI Plan outlines the steps we will take to ensure meaningful access by LEP persons to all benefits, services and information provided under our programs and activities. A four-factor analysis was conducted to determine the LEP language groups present in our planning area and the specific language services that are needed. our Factor Analysis This Four Factor Analysis is an individualized assessment that balances the following four factors: 1. The number or proportion of LEP persons eligible to be served or likely to be encountered by a program, activity, or service of the recipient or grantee; 2. The frequency with which LEP individuals come in contact with the program; 3. The nature and importance of the program, activity, or service provided by the recipient to people's lives; and 4. The resources available to the recipient and costs. In the OCTS service area, the largest language subpopulation within the LEP population was that of Spanish speakers who speak English less than "very well." Referencing estimates from the 2015 5-year American Community Survey (ACS), our area has a total of 129,155 people. There are 9,932 Spanish speakers, of whom 4,788 speak English less than "very well", or just over 3% of the total population.
