Public Notice—Title VI <br /> PURPOSE: Recommend Board of County Commissioners approve the Orange County <br /> Transportation Services Title VI Plan. <br /> BACKGROUND: Orange County Transportation Service is a recipient of Federal Transit <br /> Administration (FTA) funds from the North Carolina Department of Transportation (NCDOT). <br /> Orange County Transportation Service establishes this Title VI Nondiscrimination Plan for the <br /> purpose of complying with Title VI of the Civil Rights Act of 1964, as required by FTA Circular <br /> 4702.1B, and related requirements outlined within the FTA Certifications & Assurances, <br /> "Nondiscrimination Assurance." This document details the nondiscrimination program, policies, <br /> and practices administered by Orange County Transportation Service, and will be updated <br /> periodically to incorporate changes and additional responsibilities as they are made. This Plan <br /> will be submitted to NCDOT or FTA, upon request <br /> Public Process and Schedule: <br /> OCTS staff recommends the following public process in updating the OCTS Title VI Plan <br /> (Attachment 1). <br /> • October 2022 - OUTBoard review Draft Plans and provide comments <br /> • November 2022— Public meeting and 30-day public comment period on Draft Title VI Plan <br /> • November 2022 - OUTBoard review Updated Plan and make recommendation to BOCC <br /> • December 2022— BOCC takes action on Plan <br /> Public Involvement: <br /> To facilitate a public process, OCTS staff will advertise a November public meeting and a 30-day <br /> public comment period in starting in November(Attachment 2).The public meeting will be a drop <br /> in session with staff answering public's questions and concerns. OCTS staff will include all <br /> comments in the plan appendix. <br /> Next Steps: <br /> The Title VI plan, after approved by the BOCC, will be submit the plan to North Carolina <br /> Department of Transportation (NCDOT) and the Federal Transit Administration (FTA) for review. <br /> Once approved by those agencies, the plan will be published as the County's official Title VI Plan <br /> and implemented accordingly. <br /> RECOMMENDATIONS: <br /> The Staff request the OUTBoard recommend BOCC approve OCTS Title VI Plan. <br /> 600 Hwy 86 N - Hillsborough, North Carolina 27278 <br /> Phone (919)245-2008 - Fax (919) 732-2137 <br /> orangecountync.gov/transportation <br />
