<br /> <br /> <br />TO: Mr. Bruce Woody <br /> Orange County Solid Waste Management <br /> <br />FROM: Sean Jarvah <br /> Environmental Services Division <br /> <br />DATE: 06/09/23 <br /> <br />SUBJECT: Groundwater Monitoring Program (FY 2023-2024) <br /> OCSWM North Landfill: <br /> TRC Project No. pending <br /> <br /> <br />TRC Engineers, Inc., (formerly Draper Aden Associates) proposes to provide professional environmental <br />services to Orange County Solid Waste Management (OCSWM) pertaining to the groundwater <br />monitoring and corrective action program at North Landfill, in accordance with an existing Services <br />Agreement between OCSWM and TRC. <br /> <br />The subject proposal is intended to encompass services that will be provided during the 12-month <br />period between July 1, 2023, and June 30, 2024 (FY 2023-2024). <br /> <br />This proposal is restricted to services to be provided for OCSWM North Landfill. Specific tasks to be <br />performed during the service period are detailed as follows. <br /> <br />A memorandum dated March 13, 2023, by North Carolina Department of Environmental Quality (NCDEQ) <br />Division of Waste Management (DWM), Solid Waste Section (Section), stated that all groundwater, <br />surface water, and leachate samples collected at solid waste sanitary landfills after July 1, 2023, are <br />required to be analyzed for per- and polyfluorinated substances (PFAS). This includes any active, inactive, <br />or closed sanitary landfill currently conducting and reporting water quality and/or leachate sampling <br />results to the Section. Per this requirement, PFAS sampling is included in this proposal and additional <br />laboratory analytical fees are reflected in the sampling fees provided below. <br /> <br />Task-01 <br />Groundwater Sampling Event 60 (Event 2023 S2) <br /> <br />TRC proposes to conduct groundwater sampling event 60 at the Orange County Regional Landfill – North <br />Facility during November 2023. Prior to the event, TRC proposes to develop MW-15 and MW-21D using <br />the dedicated pump currently installed in these wells. These wells had high turbidity during the previous <br />sampling event. Due to the additional PFAS analysis, all efforts should be made to reduce turbidity below <br />25 NTUs if possible.
