The <br />fallowing items are proposed for consideration at the March 29, 2004 JPA Hearing. <br />JOINT PLANNING AGREEMENT <br />Amend Exhibit A to the Agreement (Joint Planning Area Land Use Map) to change the <br />designation of the Chapel Hill Southern Transition Area to Rural Buffer. The May 2000 <br />Chapel Hill Comprehensive Plan and recently adopted Water and Sewer Management <br />Planning and Boundary Agreement removed the Southern Transition Area from the Urban <br />Services Area. Existing low-density development patterns and the lack of future water and <br />sewer extension are compatible with the designation of Rural Buffer which currently bounds <br />the area to the east. <br />JOINT PLANNING AREA LAND USE PLAN (TEXT AND MAP) <br />Amend the text of the Joint Planning Area Land Use Plan to change the designation of <br />the Chapel Hill Southern Transition Area to Rural Buffer and remove references the <br />Southern Small Area Plan. The May 2000 Chapel Hill Comprehensive Plan and recently <br />adopted Water and Sewer Management Planning and Boundary Agreement removed the <br />Southern Transition Area from the Urban Services Area. Existing low-density development <br />patterns and the lack of future water and sewer extension are consistent with the <br />designation of Rural Buffer which currently bounds the area to the east.
