Proposed Amendments to the Rules of Perdita Holtz, 919-245-2578 <br /> Procedure Document. <br /> PURPOSE: To make a recommendation to the Board of County Commissioners (BOCC) on <br /> potential amendments to the Planning Board's Rules of Procedure, as discussed at the June 7, <br /> 2023 meeting. <br /> BACKGROUND: The Planning Board discussed potential amendments to the Board's Rules of <br /> Procedure document at its June 7, 2023 meeting (agenda materials are available at: <br /> https://www.orangecountVnc.gov/AgendaCenter/Planning-Board-26). The following <br /> amendments were agreed upon to be added to Rules of Procedure Section IV "Meetings": <br /> • Conclude Planning Board meetings at 10:00 p.m., unless the Board votes to continue a <br /> particular meeting until a later time. <br /> • Allocate 30 minutes for an applicant to present their application to the Board, with direction <br /> on how an applicant can request more time. <br /> o Clarifies that Planning Board members shall not ask questions during the applicant's <br /> allotted presentation time (Board members questions are to be held until after the <br /> applicant has completed their presentation). <br /> o Allows the Planning Board to vote at a meeting to modify the allotted time for <br /> complex applications/topics. <br /> • Allocate three (3) minutes per person per agenda item to members of the public providing <br /> comments to the Board. <br /> During further review of the Rules of Procedure document, staff discovered the document should <br /> also be updated in Section IV.C.1 to reflect the new regular meeting location (the Whitted Meeting <br /> Facility). Staff has included this update in the proposed amendments in Attachment 1. <br /> The amendments would provide clarity and expectations to Board members, applicants, and the <br /> public on how this and future boards conduct meetings. The BOCC must approve any <br /> amendments to advisory board Rules of Procedure. Assuming affirmative action by the Planning <br /> Board, the amendments will be placed on a future BOCC agenda, likely in September of this year. <br /> FINANCIAL IMPACT: There is no financial impact in this action. <br />
