BOCC can have a subsequent discussion about whether the school board should retain the <br />acreage not needed for the middle school for future purposes, whether the County should <br />acquire the unused portion from OCS for County purposes, or whether there should be some <br />other disposition of the remainder of the property. <br />Euliss Property <br />As noted above, OCS purchased options in 2003 not only on the Allison and Daniel properties, <br />but also on the 33-acre Euliss property located immediately adjacent and to the east of the <br />Allison and Daniel properties. The Board of Education has determined that it does not need <br />this property for the middle school site, and by resolution dated March 1, 2004, assigned the <br />option to purchase that property to Orange County, At the annual planning retreat on January <br />31, 2004, the BOCC discussed this property and its potential use as the site of a soccer <br />complex, Staff have prepared an analysis of same of the key features of this site and will <br />provide an oral report about the property at this March 4 meeting. Various maps and diagrams <br />of the site are included with this agenda item and will be reviewed during the staff presentation. <br />Staff believe that the Euliss property is well-suited to serve as a soccer complex and <br />recommend that the BOCC purchase it using funds available through November 2001 voter <br />approved bonds for the Soccer Superfund, The attached capital project ordinance will <br />appropriate $508,500 for the site acquisition, <br />It should be Hated that vehicular access and water and sewer easements to the Euliss property <br />across the proposed middle school site may be necessary to improve the Euliss property's utility <br />as a potential soccer complex. The Orange County Board of Education indicated during its <br />March 1 deliberations about the middle school site that it would collaborate with the County as <br />needed to provide appropriate easement access. <br />FINANCIAL IMPACT: As noted above, the purchase of the middle school site would be <br />through appropriation to the Orange County Schools of $775,000 in November 2001 voter- <br />approved general obligation bonds. The purchase of the Euliss property would be accomplished <br />through appropriation of $508,500 in November 2001 voter-approved general obligation bonds. <br />RECOMMENDATION(S): The Manager recommends that the Board: <br />1) receive the presentation on the proposed OCS middle school site from OCS <br />representatives and the architects; <br />2) approve the amount to be paid for the school site at $775,000; <br />3) adopt the accompanying OCS Middle School #3 capital project ordinance; <br />4) direct staff to work with OCS to schedule discussions about the ultimate disposition of <br />the approximately 26 acres of the Allison and Daniel properties not needed for middle <br />school #3; <br />5) receive the presentation from County staff on its analysis of the Euliss property; <br />6) direct the Manager, Attorney, and staff to carry out the administrative steps (including <br />preparation and signing of relevant documents) necessary to purchase the Euliss <br />property prior to the March 15 option expiration; and <br />7) adopt the accompanying Soccer Superfund capital project ordinance. <br />
