J3 <br />2. TOPOGRAPHY <br />The land is primarily (100%) recently timbered land (less than 3 years). Near the <br />northwest corner (USGS) perennial "blue line" stream begins on the proposed school site. <br />The site's topography ranges in elevation from 670' around the midpoint of the parcel to <br />approximately 685', which is a slope of 1 %, <br />3. WATERSHED <br />The subject parcel is within the Upper Eno Watershed -protected. Impervious Surface <br />Area requirements for this area are 70% for non-residential uses, such as this, when shuctural Best <br />Management Practices are employed. The size of the site could acconunodate Best Management <br />Practices for storrnwater and erosion control to promote water quality in the natural slope area near <br />the northwestern area stream origination. <br />I. E. LAND USE AND LAND USE C.OMPATIBILtTY <br />1. LAND USE AND ZONING <br />The land use in this area pursuant to Orange County's Comprehensive Plan Land Use <br />Element is an Economic Development District (EDD). The zoning is designated as Economic <br />Development (EDLPrimary (T-85 Bucldrorn Economic Development District). The permitted use <br />tables of the Economic Development District manual, permits public schools as a Class A Plamied <br />Development. This district (including in and around the potential school site) perniits mixed uses. <br />The mixed-use concept in the Economic Development Dishict could ensure that the `step down' <br />transition between the intensity of other non-residential uses planned in the EDD and to ensure <br />compatibility with schools and some higher intensity residential uses.. <br />The volume of traffc linked to a school use and soccer complex is consistent with the traffic <br />generated and anticipated in an Economic Development District. <br />2. ADJACENT PROPERTIES <br />The lands neighboring and facing the proposed project area are mostly undeveloped large <br />lots.
