~~ <br />I. C. PUBLIC WATER AND SEWER UTILITIES <br />The site presently has no public water and sewer systems.. Area homes are serviced by <br />private well and septic systems. The options for public water and sewer provisions were analyzed <br />as was a consideration of a potential special assessment program. The area is within the Water and <br />Sewer Management Planning and Boundary Map as Orange County's primary service area. This <br />means Orange County will determine how utilities are likely to be provided in this area whether it is <br />of its own sewer facilities extension or by inter-local agreement with other service providers (a City <br />of Mebane Agreement for a utility service area includes this parcel). Although there are a variety of <br />options, the focus of utility provision will be on a public water system that can provide an <br />appropriate allocation of potable water and, as important, the infrastructure to provide fire <br />suppression pressures and flows. <br />In summary, public utilities can service this parcel in a period of a few years given that the <br />"backbone" system is likely to be created with the f rst phase of infrastructure development in the <br />Economic Development District area associated with the school and EDD initiatives. Grant monies <br />are available for sewer extension in tlis general area associated with the school and EDD <br />initiatives. The development of this infrastructure could run concurrent with the development of <br />the site for building activities which is a customary practice. <br />I. D. ENVIRONMENTAL. CONSIDERATIONS <br />1. SOILS <br />The majority of the site has well drained Georgeville and Herndon soils, which are suitable <br />for building construction, roads and recreation fields. There is also an area of Orange soils which is <br />less suitable, but relatively better than Enon and Chewacla soil types. The site has primarily and <br />relatively good drainage soils as noted on the Soils Map.. Staff'cann answer questions about the uses <br />of the soil types. There are some soils and seasonal wet conditions with less desirable building <br />properties along the northwest corner.. <br />
