parcel. Additional research is necessary as the intended uses and their location on this eastern
parcel would dictate the feasibility and location of buildings. However, a concession, batluoom,
office building, if located in the center of the property, could be readily served. Recreation fields
would not need sewer service in the far eastern sections of the property.
Possible uses could include parks and recreation facilities symbiotically designed with a
school. Future park or school facility barilcing is also a possibility since western county sites in
general have limitations in land use and water and sewer infrastructure,
I. B, TRANSPORTATION PLAN AND ACCESSIBILITY
The sole access to the site will be West Ten Road that is presently a two lane paved road
with a 60' right-of--way. This road is designated as a `collector road' on Orange County's
Transportation Element Functional Classification Plan. A collector road is functionally intended
for higher volumes of traffic The Economic Development District is located in this area, noting
that higher density and intensity could be supported by the roadway system,
The possible entrance on West Ten Road is approximately 1,67 miles from Mt. Willing
Road to the east and 1.4 miles to Buckhorn Road to the west. Both of these roads are also
collectors and have intersections with I-85/I-4Q as well as railroad crossings that are near US-70.
Bus routes and transportation from the south will be from Buckhorn and Mt. Willing Roads.
Buckhorn Road and US-70 have an existing traffic signal and turn lanes. Because of its easy access
to I-85/I-40, northern Chapel Hill and Carrboro can reach this area in 15 minutes,
For access from north of I-85/I-40 people will primarily use Efland Cedar Grove Road to
Mt. Willing Road where there is azi existing traffic signal at the US-70 intersection. Access to the
western sections of the County would likely be from Frazier Road and south to Bucldiorn Road.
Multiple and properly spaced access points to this parcel and the school property would
need to be constructed for separate bus and visitor areas and student drop-offs. The road would
have to be widened in this area with appropriate turn lanes and save conshuction costs because of
,joint use.
