representatives with the advice of the Orange County Purchasing Agent to determine whether the <br />requirements of this RFP are met. The County reserves the right to reject any and all proposals for any <br />reason whatsoever and to not award a consultant services contract at this time. <br />6. If deemed necessary by the evaluation committee, interviews may be scheduled with selected <br />prospective Consultants. This will permit further evaluation and will allow the County to inquire further <br />into the experience the Consultant has had on similar projects, willingness to work closely with County <br />staff, thorough understanding of the various aspects of the project, ability to maintain a tight schedule <br />and complete the services on time, and other pertinent matters. <br />7. Proposals will be evaluated based upon several criteria. Award may be made to a qualified agency that, <br />based on the County’s evaluation, submits the proposal that best meets the County’s needs. <br />8. At a minimum, the scope of work <br />will include the following: <br /> <br />1. Review the current position description for the Director and conduct discussions with key <br />stakeholders areas where the position description should be modified to address the <br />current and future requirements and also leadership goals of the agency; <br />2. Provide all brochure and recruitment material; <br />3. Based on the feedback from key stakeholders, revise and update the position description for the <br />Director; <br />4. Establish a recruitment plan for attracting executive-level candidates; <br />5. Actively solicit interest from executive level candidates with essential qualifications; <br />6. Provide recommendation of qualified candidates; perform background checks and conduct <br />interviews with those candidates; <br />7. Assist in all phases of recruitment and hiring of the Director. <br /> <br />General Requirements: <br /> <br />a. The contract and any of the services or supplies provided hereunder are contingent and expressly <br />conditioned upon the ability of the Consultant to provide the specified services or supplies consistent with <br />all federal, state and local laws and regulations.
