25 <br /> VOTE: UNANIMOUS <br /> PUBLIC COMMENT: <br /> Natalie Ziemba said she is representing the Wildwood Renaming Committee. She said <br /> the committee started around the start of the pandemic to change the road names in the Wildwood <br /> neighborhood. She said the roads were originally named after members of the Confederacy, and <br /> there was a desire to represent the neighborhood as a more welcoming and respectful <br /> community. She said when the committee started working on changing the road names, they <br /> were able to change two, but they were unable to meet the 75% threshold for the other roads. <br /> She said in the past two years there has been some turnover of homeowners in the neighborhood, <br /> and some people who moved into Judah Benjamin Court reached out to the committee interested <br /> in revisiting the renaming. She said this was entirely the initiative of people who live on Judah <br /> Benjamin Court. She thanked the Board for their consideration, and asked them to support the <br /> neighborhood in making this change. <br /> A motion was made by Commissioner Fowler, seconded by Commissioner Hamilton, to <br /> close the public hearing. <br /> VOTE: UNANIMOUS <br /> A motion was made by Commissioner Fowler, seconded by Commissioner Greene, to <br /> adopt and authorize the Chair to sign the attached resolution approving the petition for further <br /> approval by the North Carolina Board of Transportation. <br /> VOTE: UNANIMOUS <br /> c. Zoning Atlas Amendment—4801 and 4901 Dairyland Road (PINs 9841-52-7281, 9840-79- <br /> 5091), Hillsborough, Bingham Township <br /> The Board held a public hearing, received the Planning Board and staff recommendations and <br /> public comment, closed the public hearing, and considered action on an applicant-initiated Zoning <br /> Atlas Amendment to rezone 190 +/- acres (PINs: 9841-52-7281, 9840-79-5091) located at 4801 <br /> and 4901 Dairyland Road, Hillsborough, within the Bingham Township of Orange County from <br /> AR (Agricultural Residential) to R-CD (Residential Conditional District). <br /> BACKGROUND: On December 8, 2022 a Conditional Zoning Atlas Amendment application was <br /> received, proposing to rezone 190+/- acres of property at 4801 and 4901 Dairyland Road, <br /> Hillsborough, in Bingham Township. Please review the Staff Report in Attachment 2 for additional <br /> information and analysis. Approval of a site-specific plan is part of the conditional district rezoning <br /> process, and the site plan and any agreed-upon conditions are binding to the development <br /> footprint permitted for the zoning district. <br /> Basic Review Process: A conditional district rezoning application requires submission of a site <br /> plan and other documents, in accordance with Section 2.9.1(C) of the LIDO. The typical cadence <br /> for the review is as follows: <br /> • First Action —Applicant holds a Neighborhood Information Meeting (NIM). <br /> Staff Comment—The Neighborhood Information Meeting was held on March 22, <br /> 2023 at 5:15 p.m. at the Orange County Public Library. The report form from this <br /> meeting are in Attachment 4. <br />
