21 <br /> COST REEMBURSEMENT CONTRACT <br /> FOR YOUTH SERVICES <br /> UNDER TITLE I OF THE <br /> WORKFORCE INNOVATION AND OPPORTUNITY ACT <br /> This Contract is entered into as of the 1 st day of July 2023, by and between, Wake County, grant recipient for <br /> the Capital Area Workforce Development Consortium under the Workforce Innovation and Opportunity Act <br /> (WIOA) of 2014, hereinafter referred to as "Capital Area", and Orange County hereinafter referred to as the <br /> "Service Provider". <br /> Capital Area agrees to pay the Service Provider from Program Year 2023 Title I Workforce Innovation and <br /> Opportunity Act(WIOA) funds granted by the North Carolina Division of Workforce Solutions for allowable <br /> costs incurred by the Service Provider. The Service Provider agrees to make available and/or provide <br /> comprehensive, year round services for both in-school and out-of-school youth in accordance with the <br /> Workforce Innovation and Opportunity Act, Public Law 113-128 and the Capital Area Workforce Innovation <br /> and Opportunity Act Four-Year Strategic Plan, all as have been or may be later revised. This contract and <br /> payment of funds hereunder is subject to the availability of funds under the grant specified above. In the event <br /> that Capital Area does not receive Title I WIOA funds granted by the North Carolina Division of Workforce <br /> Solutions for all or part of any program year, and/or in the event that the Wake County Board of Commissioners <br /> does not approve grant funding for all or part of any program year; then and in that event, Capital Area may <br /> terminate, or reduce the amount of, this Contract immediately without penalty or further obligation hereunder <br /> by delivering notice in writing to the Service Provider, such notice effective immediately. <br /> 1. Time and Performance. The services of the Service Provider are to commence on or about July 1, 2023 <br /> and shall be completed by June 30, 2024. <br /> 2. Services to be Performed. The Service Provider agrees to provide services as outlined below and as <br /> detailed in the Statement of Work incorporated into this contract as Attachment A. WIOA integrates youth <br /> development concepts with more traditional workforce development approaches. The Service Provider will <br /> focus on enabling Wake and Orange County youth to develop the skills, knowledge and competencies <br /> required for today's complex workplace and a broad array of life skills to enhance personal development <br /> and growth.
