25 <br /> 1 VOTE: UNANIMOUS <br /> 2 <br /> 3 PUBLIC COMMENT: <br /> 4 <br /> 5 Natalie Ziemba said she is representing the Wildwood Renaming Committee. She said <br /> 6 the committee started around the start of the pandemic to change the road names in the Wildwood <br /> 7 neighborhood. She said the roads were originally named after members of the Confederacy, and <br /> 8 there was a desire to represent the neighborhood as a more welcoming and respectful <br /> 9 community. She said when the committee started working on changing the road names, they <br /> 10 were able to change two, but they were unable to meet the 75% threshold for the other roads. <br /> 11 She said in the past two years there has been some turnover of homeowners in the neighborhood, <br /> 12 and some people who moved into Judah Benjamin Court reached out to the committee interested <br /> 13 in revisiting the renaming. She said this was entirely the initiative of people who live on Judah <br /> 14 Benjamin Court. She thanked the Board for their consideration, and asked them to support the <br /> 15 neighborhood in making this change. <br /> 16 <br /> 17 A motion was made by Commissioner Fowler, seconded by Commissioner Hamilton, to <br /> 18 close the public hearing. <br /> 19 <br /> 20 VOTE: UNANIMOUS <br /> 21 <br /> 22 A motion was made by Commissioner Fowler, seconded by Commissioner Greene, to <br /> 23 adopt and authorize the Chair to sign the attached resolution approving the petition for further <br /> 24 approval by the North Carolina Board of Transportation. <br /> 25 <br /> 26 VOTE: UNANIMOUS <br /> 27 <br /> 28 c. Zoning Atlas Amendment—4801 and 4901 Dairyland Road (PINs 9841-52-7281, 9840-79- <br /> 29 5091), Hillsborough, Bingham Township <br /> 30 The Board held a public hearing, received the Planning Board and staff recommendations and <br /> 31 public comment, closed the public hearing, and considered action on an applicant-initiated Zoning <br /> 32 Atlas Amendment to rezone 190 +/- acres (PINs: 9841-52-7281, 9840-79-5091) located at 4801 <br /> 33 and 4901 Dairyland Road, Hillsborough, within the Bingham Township of Orange County from <br /> 34 AR (Agricultural Residential) to R-CD (Residential Conditional District). <br /> 35 <br /> 36 BACKGROUND: On December 8, 2022 a Conditional Zoning Atlas Amendment application was <br /> 37 received, proposing to rezone 190+/- acres of property at 4801 and 4901 Dairyland Road, <br /> 38 Hillsborough, in Bingham Township. Please review the Staff Report in Attachment 2 for additional <br /> 39 information and analysis. Approval of a site-specific plan is part of the conditional district rezoning <br /> 40 process, and the site plan and any agreed-upon conditions are binding to the development <br /> 41 footprint permitted for the zoning district. <br /> 42 <br /> 43 Basic Review Process: A conditional district rezoning application requires submission of a site <br /> 44 plan and other documents, in accordance with Section 2.9.1(C) of the LIDO. The typical cadence <br /> 45 for the review is as follows: <br /> 46 First Action —Applicant holds a Neighborhood Information Meeting (NIM). <br /> 47 Staff Comment—The Neighborhood Information Meeting was held on March 22, <br /> 48 2023 at 5:15 p.m. at the Orange County Public Library. The report form from this <br /> 49 meeting are in Attachment 4. <br />
