16 <br /> 1 Commissioner Richards suggested Hunter Beattie, who has worked with Habitat for <br /> 2 Humanity and TABLE in Carrboro. <br /> 3 Chair Bedford said she was aware of Hunter Beattie from his work with Communities in <br /> 4 Schools. <br /> 5 Commissioner Hamilton asked if Hunter Beattie was on other boards. <br /> 6 Tara May said he is on the Board of Equalization and Review. <br /> 7 Chair Bedford said that the Board of Equalization and Review does not meet regularly, <br /> 8 so the Board of Commissioners has made exceptions for that in the past. <br /> 9 Commissioner Richards asked if it is an "on-call" type of board. <br /> 10 Chair Bedford said yes, when there is an appeal. <br /> 11 Tara May that the board is a quasi-judicial board, which is not considered one of the <br /> 12 county's advisory boards under the policy. <br /> 13 Commissioner Portie-Ascott suggested Paula Kotarakos. She said Paula Kotarakos had <br /> 14 experience in the multi-family housing industry, which would be a good addition. <br /> 15 Commissioner Richards and Chair Bedford noted that because she is in the Cheeks <br /> 16 Township, it would give the board a better geographic representation. <br /> 17 The Board agreed by consensus to appoint Matthew Ferguson, Andrew Robinson, Hunter <br /> 18 Beattie, and Paula Kotarakos. <br /> 19 <br /> 20 <br /> 21 6. Arts Commission —Appointment Discussion <br /> 22 The Board considered an appointment to the Arts Commission. <br /> 23 <br /> 24 BACKGROUND: The Arts Commission recommends strategies to promote the artistic and <br /> 25 cultural growth of Orange County, advises the Board of Commissioners on matters involving the <br /> 26 arts, and acts as the granting panel for funding programs available to individual artists and non- <br /> 27 profit groups sponsoring arts projects in Orange County. <br /> 28 <br /> 29 The Board of County Commissioners appoints all fifteen (15)At-Large members. <br /> 30 <br /> 31 The following individuals are recommended for Board consideration: <br /> 32 <br /> NAME POSITION TYPE OF EXPIRATION <br /> DESCRIPTION APPOINTMENT DATE <br /> TERM <br /> Gideon Young At-Large First Full Term 03/31/2026 <br /> 33 <br /> 34 If the individuals listed above are appointed, the following vacancies remain: <br /> 35 <br /> POSITION EXPIRATION VACANCY INFORMATION <br /> DESIGNATION DATE <br /> At-Large 03/31/2024 Vacant since 12/01/2022 <br /> UNC Student 06/30/2023 Vacant since 12/01/2022 <br /> Representative <br /> At-Large 03/31/2026 Vacant since 03/31/2023 <br /> 36 <br /> 37 Tara May, Deputy Clerk to the Board, introduced the item. She said that there will be the <br /> 38 opportunity to vote on a change to the Arts Commission membership to allow the appointment of <br /> 39 non-residents. She said there is interest from the Arts Commission to appoint the executive <br /> 40 director of the Arts Center to one of the At-Large positions. <br />
