11 <br /> County Manager's Office <br /> 22.The Arts Commission has received a Grants for the Arts Projects Award of$25,000 through <br /> the National Endowment for the Arts to be used toward the Uproar Festival of Public Art <br /> featuring temporary art installations during the summer of 2023. These funds will be <br /> authorized in the Article 46 Fund outside of the General Fund. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION <br /> AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or <br /> color; religious or philosophical beliefs; sex, gender or sexual orientation; national <br /> origin or ethnic background; age; military service; disability; and familial, residential <br /> or economic status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> ENVIRONMENTAL IMPACT: There are no Orange County Environmental Responsibility Goal <br /> impacts associated with these items other than as noted otherwise above. <br /> FINANCIAL IMPACT: Financial impacts are included in the background information above. This <br /> budget amendment provides for the receipt of these additional funds in FY 2022-23 and increases <br /> the General Fund by $1,602,354, the CSLFR Fund by $50,000, the Multi-Year Grants Fund by <br /> $68,330, the Housing Choice Voucher Fund by $1,600,000, the School Capital Fund by <br /> $1,048,947, the County Capital Fund by $1,666,984, the Debt Service Fund by $38,077,170, the <br /> Article 46 Sales Tax Fund by $25,000, the Chapel Hill-Carrboro City Schools District Tax Fund by <br /> $600,000, the OPC Retiree Health Fund $8,000, the No Fault Well Repair Fund by $40,304, the <br /> DSS Client Services Fund by$228,286, the Emergency Recovery Fund by$1,000,000, the Health <br /> and Dental Fund $175,000, the Crop Loan Fund by $23,000 and the Heusner Trust Fund by <br /> $9,457. <br /> RECOMMENDATION(S): The Manager recommends the Board approve the budget, grant, and <br /> capital project ordinance amendments for Fiscal Year 2022-23. <br />
