ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: March 4, 2004 <br />Action Agenda <br />Item No. ~~_ <br />SUBJECT• CDBG Housing Development Program -Richmond Hills <br />DEPARTMENT: HousinglCommunity Dev. <br />PUBLIC HEARING: (Y/N) Yes <br />ATTACHMENT(S): <br />INFORMATION CONTACT: <br />Tara L, Fikes, ext 2490 <br />Program Summary <br />Certificate of Completion TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To receive citizen comments prior to official close-out of the County's Richmond <br />Hills Housing Development Program and authorize execution of the Certificate of Completion by <br />the Chair of the Board of Commissioners. <br />BACKGROUND: In 2001, the County received $250,000 in State Community Development <br />Block Grant (CDBG) funds under the Housing Development category, These funds were used <br />to assist Habitat for Humanity of Orange County, NC, Inc. (HHOC) with the infrastructure <br />necessary to facilitate the constnaction of Phase I of the Richmond Hills subdivision in Efland. <br />Approximately 25 houses were planned for Phase I. Under a subsequent grant agreement, <br />HHOC agreed to build and sell eighteen (18) of these houses to Temporary Assistance to <br />Needy Families (TANF) eligible first-time homebuyer. Staff is pleased to report, however, that <br />at the end of the grant, a total of 25 houses were built and sold to TANF families. <br />All planned CDBG activities have been completed and all grant funds have been expended. A <br />summary of the program beneficiaries is attached to this abstract. <br />In order to complete the grant close-cut process, the N.C, Department of Commerce requires <br />that a public hearing be held prior to the official closeout of the Housing Development Program <br />to assess the performance of the County in administering the grant program, In addition, the <br />County is required to execute a Certificate of Completion farm that is included with this abstract, <br />All comments received during the hearing should be reviewed to determine the level of <br />consistency with program goals, <br />FINANCIAL IMPACT: None <br />
