ORANGE COUNTY <br />PLANNING BOARD <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 7, 2023 <br />Action Agenda <br />Item No. 8 <br />SUBJECT: Work Session – Discuss Potential Amendments to the Planning Board’s Rules of <br />Procedure <br />DEPARTMENT: Planning and Inspections <br />ATTACHMENT(S): INFORMATION CONTACT: <br />1.Advisory Board Policy <br />2.Planning Board Rules of Procedure <br />3.Sample Amendments to the Rules of Procedure <br />Document. <br />Cy Stober, 919-245-2592 <br />Perdita Holtz, 919-245-2578 <br />PURPOSE: To conduct a work session to discuss potential amendments to the Planning Board’s <br />Rules of Procedure, including possibly formalizing time restrictions on applicants’ presentations <br />and formalizing the current policy of limiting individual comments to 3 minutes. <br />BACKGROUND: At the May 3, 2023 Planning Board meeting, the Board requested a future work <br />session to discuss potentially adding time restrictions on applicants’ presentations to the Board. <br />The potential of formalizing the current informal policy of allowing 3-minute-per-speaker on public <br />commenters addressing the Board was also mentioned as a point of discussion. <br />The County’s Advisory Board policy is included for informational purposes in Attachment 1. The <br />current Rules of Procedure for the Planning Board can be viewed in Attachment 2. <br />Points of discussion during the work session could include: <br />1.Does the Planning Board desire to place a time limit on the length of time applicants have <br />to present their application to the Board? <br />a.If so, what should the time limit be? <br />2.Does the Planning Board desire to formalize the current 3-minutes per speaker policy for <br />persons addressing the Board during public comments? <br />The appropriate place for formalizing these topics would be the Planning Board’s Rules of <br />Procedure document. Any amendments to the document would need to the recommended by <br />the Planning Board through the usual agenda item process and approved by the Board of County <br />Commissioners. This work session is to discuss the topic among Board members and, if <br />consensus is reached, for staff to bring back the amendments as a regular agenda item at the <br />next Planning Board meeting. <br />Planning staff has provided a sample document (Attachment 3) to demonstrate an appropriate <br />placement and potential language for such amendments. <br />65
