Patrick Byker spoke about the project and asked the Planning Board to recommend approval. 56 <br /> 57 <br />Statler Gilfillen: I have a question about something you just said…you said they will put turn lanes in within two years. 58 <br />During that period, if the schools cause a great deal of congestion or traffic, we have a problem. 59 <br /> 60 <br />Adam Beeman: We need to wait until the end to ask questions. 61 <br /> 62 <br />Patrick Byker: I can answer that at the end but either way, it will be fixed. 63 <br /> 64 <br />Chair Adam Beeman read a public charge. 65 <br /> 66 <br />AGENDA ITEM 2: PUBLIC CHARGE 67 <br /> 68 <br /> INTRODUCTION TO THE PUBLIC CHARGE 69 <br /> The Board of County Commissioners, under the authority of North Carolina General Statute, appoints 70 <br />the Orange County Planning Board (OCPB) to uphold the written land development law of the County. 71 <br />The general purpose of OCPB is to guide and accomplish coordinated and harmonious development. 72 <br />OCPB shall do so in a manner, which considers the present and future needs of its citizens and 73 <br />businesses through efficient and responsive process that contributes to and promotes the health, safety, 74 <br />and welfare of the overall County. The OCPB will make every effort to uphold a vision of responsive 75 <br />governance and quality public services during our deliberations, decisions, and recommendations. 76 <br /> 77 PUBLIC CHARGE 78 <br />The Planning Board pledges to the citizens of Orange County its respect. The Board asks its citizens to 79 <br />conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At 80 <br />any time, should any member of the Board or any citizen fail to observe this public charge, the Chair will 81 <br />ask the offending member to leave the meeting until that individual regains personal control. Should 82 <br />decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment 83 <br />to this public charge is observed. 84 <br /> 85 <br />Please be kind to everyone. 86 <br /> 87 Public Comment 88 <br /> 89 <br />Mark Zack: Lives in the Lawrence Road community. I have lived here for over 30 years and have seen Lawrence Road 90 <br />become the de facto north/south thoroughfare on that side of Hillsborough. Although you’ve done a traffic study and 91 <br />developers have proposed funding some improvements, I don’t think that they adequately address the impact on the 92 <br />intersection of Old NC 10 and Lawrence Rd. I ask that after approval, the developer make improvements to that 93 <br />intersection, namely installing a concrete median on Lawrence Rd. to control people making a left turn from Old NC 10 94 <br />onto Lawrence Rd. This is a dangerous movement, those of us who head that way to Lawrence Rd. know that we often 95 <br />have to avoid collisions with people making that turn onto that less than 90-degree intersection and cutting across our 96 <br />lane of traffic. I ask for you to consider this one simple consideration we have before you give any approval for this 97 <br />project. Thank you for your attention. 98 <br /> 99 <br />Rachel Hawkins: Lifelong resident of Orange County said that just this week, the superintendent of Orange County 100 <br />Schools called me to say she wants to lock the tennis courts. There are 8 courts at the high school and if they are 101 <br />locked, that would leave only 3 in the area for play. I am a tennis advocate for the community. Orange Tennis Club is 102 <br />great, it has people playing tennis who have never thought about playing tennis. These courts are really nice and haven’t 103 <br />been taken advantage of by people riding skateboards and bicycles, which the superintendent is concerned about. We 104 <br />are at a crossroads, if they lock the courts, we don’t know where we will play on Sundays and after work. We know we 105 <br />can’t play during the day because people at Orange use those courts. We are county taxpayers, and we should be able 106 <br />to play. We hope to be able to play through Orange Tennis Club which will be on Lawrence Road. 107 <br /> 108 <br />Jim West: I live off 1801 Washington Drive. I’ve lived at my property since June of 1996, I bought the place when I was 109 <br />25 years old. It’s the most beautiful place in Orange County if you ask me, just a wonderful community.
