Project Organization 25 <br />4.Consultant’s capability and capacity to perform project 20 <br />5.Total cost of proposed services 15 <br />Total 100 <br />Through the proposal evaluation process, the review committee unanimously recommended <br />Clarion Associates for contract award. Clarion is a nationally recognized land planning and zoning <br />consulting firm with offices in Chapel Hill and Denver. The Clarion team is also joined by two <br />subcontractors: Equinox and Tate Consulting. Equinox brings additional tools and expertise in <br />the areas of land and water resources protection, implementation of sustainable strategies, <br />creation of healthy living opportunities, and development of land in an environmentally responsible <br />way. Tate Consulting will provide additional facilitation expertise to the team and has led <br />successful community engagement efforts that address diversity, equity and inclusion, as well as <br />environmental justice issues. <br />Summary of Project Scope and Approach <br />The project schedule spans a little over two years from kick-off to Plan adoption and includes the <br />following phases: <br />Phase 1: Launch Project <br />Phase 2: Identify New Issues and Opportunities (1st Outreach Window) <br />Phase 3: Evaluate Planning Influences <br />Phase 4: Develop the Plan (2nd and 3rd Outreach Windows) <br />Phase 5: Adopt the Plan (Public Hearing) <br />Public Outreach: A cumulative approach to public outreach will be utilized consisting of three- <br />waves: <br />Wave 1: Confirming Community Aspirations - testing and confirming critical planning issues, <br />defining community aspirations for the County in 2045, and sharing data and <br />trends. <br />Wave 2: Pairing data and trends analysis with related policy questions and present draft <br />conservation and growth framework. <br />Wave 3: Presentation of draft Comprehensive Land Use Plan. <br />Planning Board and BOCC: The project scope includes three rounds of meetings with the <br />Planning Board and BOCC to be held at strategic points in the planning process. Generally, these <br />meetings are to occur at the beginning, mid-point, and near the end of the process. The purpose <br />of these meetings is for the consultant to brief the boards on project status and findings and <br />engage members in discussion about the direction of the plan. Planning staff has been asked by <br />the BOCC to coordinate with Clarion Associates to amend the contract to include additional <br />meetings between the consultant and BOCC, which is detailed in “Next Steps”. The consultant <br />will also provide interview opportunities for Planning Board and BOCC members, among other <br />key stakeholders, during project kick-off. The boards will receive updates from staff throughout <br />the process and, ultimately, the Planning Board will provide a recommendation to the BOCC, <br />consistent with the North Carolina General Statutes (NCGS). <br />45
