ORANGE COUNTY <br />PLANNING BOARD <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 7, 2023 <br />Action Agenda <br />Item No. 7 <br />SUBJECT: Comprehensive Land Use Plan Update <br />DEPARTMENT: Planning and Inspections <br />ATTACHMENT(S): INFORMATION CONTACT: <br />1.Project Deliverables and Fee Schedule Tom Altieri, 919-245-2579 <br />Cy Stober, 919-245-2592 <br />PURPOSE: To receive information on the consultant contract that was approved by the BOCC <br />on May 16, 2023. <br />BACKGROUND: The Planning Board received an Information Item in the agenda packet for its <br />May 3, 2023 meeting. The item consisted of a memo from staff that included background <br />information about on the existing 2030 Comprehensive Plan and the upcoming Comprehensive <br />Land Use Plan (CLUP). Staff’s presentation tonight will include a similar overview, plus an update <br />on the County’s consultant procurement process, scope of services and next steps. <br />At its May 16, 2023 Business meeting, the BOCC approved the consulting contract with Clarion <br />Associates, LLC. Following is a link to the agenda materials from this meeting: <br />http://server3.co.orange.nc.us:8088/WebLink/0/doc/70020/Page1.aspx <br />Request For Proposals (RFP) Process of Evaluation <br />In February 2023, Orange County issued a Request for Proposals (RFP) to identify a qualified <br />consultant to develop a new CLUP for Orange County. <br />Two qualified proposals were received and evaluated by a review committee consisting of the <br />County’s Chief Equity and Human Rights Officer; Planning Director; Deputy Planning Director, <br />Long-Range Planning & Administration; and Senior Planner. The committee evaluation was <br />based on the following criteria: <br />Criteria <br />Maximum <br />Point <br />Value <br />1.Consultant experience as it relates to the scope of services of the <br />RFP and project deliverables 15 <br />2.
