population and economy with future uses, recreation and schools. So those two items seem to be in conflict with each 1594
other. We really as a board have not talked very much about if this will preserve the community and rural character of 1595
this parcel or this neighborhood. We have heard a lot about desirable schools, desirable recreation activities, perhaps as 1596
a board we need to spend some time talking about preserving community and rural character. 1597
1598
Melissa Poole: One of the options is to give extended time to consider…. 1599
1600
Adam Beeman: What do you want to achieve with the extended time? 1601
1602
Charity Kirk: We obviously need to discuss more or throw up another vote…is anyone changing their vote? 1603
1604
Statler Gilfillen: I am very close as the Eno River representative to changing my vote as these people are my neighbors 1605
and live around me. I live on the old Jackson Farm site and if someone were to come in on the 40-50 acres with this 1606
development right next to my house, the old farmhouse on St. Mary’s, I would be very concerned. I am hearing a lot of 1607
serious issues from these people. I also have a great deal of respect for Jim Parker and what he has done and is trying 1608
to do. So I have mixed feelings about it and I have been right on that edge. Up until tonight when I couldn’t think of a 1609
reason not to. What you just commented about the rural atmosphere, it affects all of us. What is the nature of our 1610
community, you are putting a large block of property and are completely surrounded by neighbors. That was part of why I 1611
was asking Mr. Parker earlier about the question of if you put a school in, is there some sort of compensation. Long term, 1612
that type of solution may increase their property values but that is a hypothetical, so I have mixed feelings. I am not sure 1613
that I should be voting tonight. 1614
1615 MOTION BY Beth Bronson to take additional time to review this matter concerning the proposed rezoning Atlas Map 1616
amendment parcel number PIN 9883-19-4355. Seconded by Charity Kirk 1617
1618
Adam Beeman: No 1619
1620
Chris Johnston: No 1621
1622
Lamar Proctor: Yes 1623
1624
Beth Bronson: Yes 1625
1626
Statler Gilfillen: Yes 1627
1628
Melissa Poole: Yes 1629
1630
Whitney Watson: Yes 1631
1632
Charity Kirk: Yes 1633
1634
Steve Kaufmann: Yes 1635
1636
Elizabeth Kalies: Yes 1637
1638
MOTION PASSED 8-2 1639
1640
The next scheduled meeting is May 3, 2023 7:00 pm 1641
1642
AGENDA ITEM 4: ADJOURNMENT 1643
1644
Meeting was adjourned at 11:10 PM 1645
1646
__________________________________ 1647
Adam Beeman, Chair 1648
34
