1483
Beth Bronson: There was no hydraulic survey done, just the wells…correct? Taking all of this in and taking the public 1484
comments, I have a couple of conditions that I would propose to the board. 1485
1486
Melissa Poole: Don’t forget the conditions outlined. 1487
1488
1. Adding fire hydrants along Hwy 70A where the water line comes in1489
2. Include applying for school zone designation1490
3. Adding a median on Lawrence Rd. to prevent corner cutting on OLD NC10 (where Lawrence Rd. starts)1491
4. Increase hash mark spaces between handicap parking spaces1492
5. Perform updated traffic impact analysis in 5 years or at the completion of enrollment at the Upper School,1493
whichever occurs first.1494
6. Extend buffer zone from 70A to meet at the main entrance off of Lawrence Rd.1495
7. Limit the height of the tennis lights to 35 feet, using the minimum amount of light necessary.1496
1497 MOTION BY Beth Bronson to recommend approval with the 7 added conditions. Seconded by Whitney Watson. 1498
1499
Adam Beeman: Yes 1500
1501
Lamar Proctor: No 1502
1503
Beth Bronson: Yes 1504
1505
Statler Gilfillen: Yes 1506
1507
Melissa Poole: Yes 1508
1509
Whitney Watson: Yes 1510
1511
Charity Kirk: No 1512
1513
Steve Kaufmann: No 1514
1515
Elizabeth Kalies: No 1516
1517
Chris Johnston: No 1518
1519 MOTION TIE VOTE 5-5 1520
1521
Cy Stober: The adopted rules of procedure for the County Advisory Boards require that a majority vote be used in 1522
deciding recommendations to the elected body, so you will need to come up with a majority vote. 1523
1524
Lamar Proctor: I would like to say that I am really torn on this because I really want ball fields, I really want these 1525
services for the county, I know we are in need of them. I specifically asked about a site that had been cleared for HYAA 1526
ball fields but was told that is no longer viable. There needs to be a solution to that. At the same time, under our 1527
comprehensive land use plan, there are certain objectives that we are supposed to consider in making land use planning 1528
decisions. Read Land use objectives 1.1, 1.2, 3.1, 6.2, wastewater goal #5, I am just articulating my reasons for voting 1529
against this. As one of the members of the public stated, it kind of feels like we are trying to stuff an elephant into a box 1530
in this spot. I have concerns by the public, the elected mayor of Hillsborough that this proposed zoning change under this 1531
conditional use with 1,400 students squeezed into Lawrence Rd. and 70 with water and sewer being provided by the 1532
town. I don’t see how that is going to happen without alternative plans on how to get at least sewer to this site and state 1533
law requires the municipality to provide water. Thinking about a 1,400 student school in this spot with the water and 1534
sewer needs of the school that is my concern. This particular site, as much as I want these things is consistent with our 1535
comprehensive plan. 1536
1537
32
