Statler Gilfillen: One other question and please correct me if I am not permitted here to ask this question, this is 770
neighborhood you’re talking about building a high school right there because it’s a charter school and it requires a certain 771
lottery, can exemption be made for the neighbors who within a certain walking distance- their children, somebody who 772
has a job who wants to go to this school, they’ll have a first priority? 773
774
Patrick Byker: I believe that would conflict with state law, that’s not my area of expertise. To my knowledge it’s a blind 775
lottery. That’s my understanding. 776
777
Statler Gilfillen: A lot of persons that could be something that could be very favorable to many of the neighbors, and 778
might be positive I just don’t know either. 779
780
Melissa Poole: As a parent with children in charter school, I mean lotteries are done with deputy sheriffs, it is blind it is 781
anonymous and it is a draw. 782
783
Patrick Byker: That’s from Murphy to Manteo. 784
785
Statler Gilfillen: That would affect anybody on our team that their children would want to go to their school, would have to 786
go to the same lottery? 787
788
Patrick Byker: Yes, absolutely, that’s right. 789
790
Beth Bronson: You mentioned that there was going to be 150 students in the first year. Now that we have figured out it 791
would only be the high school, the lower school is pending. However the conditional, master plan development includes 792
a lower school. So the construction would move forward on that school regardless? 793
794
Patrick Byker: No, that would be somewhere down the road. 795
796
Beth Bronson: Okay, but you would have to leave, I’m just wanting to make sure I understand the master plan. You will 797
not be coming back to advisory board or permission of any change? 798
799
Patrick Byker: Unless we change what was shown on the plan today, that is correct. 800
801
Beth Bronson: But not if you don’t build it? 802
803
Patrick Byker: Correct. 804
805
Beth Bronson: And then, last presentation you said that the schools would take up one baseball field and one soccer 806
field, was there any allocation of the schools to the recreational field? 807
808
Patrick Byker: I don’t believe so, I’m sorry Joey couldn’t be here tonight. 809
810
Beth Bronson: Okay, thank you for that clarification. Are you representing HYAA as well as the? 811
812
Patrick Byker: I do not represent HYAA, that is the presidential development team. They brought forward the proposal 813
that incorporates the utility to HYAA. 814
815
Beth Bronson: If you’re not representing the school then that question does not matter. And then, there is no body from 816
the school here today? 817
818
Patrick Byker: We have board members. 819
820
Beth Bronson: I wanted to know from the board members if you can speak to it- were there any other sites reviewed for 821
this high school that you know of? What was that process like? And how did you end up here on this one? 822
823
19
